    Firefighters are tackling a building blaze in Paignton.

    Devon and Somerset Fire and Rescue Service said 10 fire engines were at the scene.

    It added no-one was thought to have been injured in the fire and the incident was ongoing.

    Flood warnings and wind warnings are in place across parts of Devon and Cornwall as Storm Callum hits the South West of England on Friday.

    A yellow warning of wind for Cornwall for Friday from the Met Office, external said people should expect gusts of between 55 and 65mph.

    A yellow warning for rain for south Devon and east Cornwall for Friday and Saturday is warning up to 100mm (4ins) of rain may fall over the two days.

    In Cornwall, two flood warnings, external from the Environment Agency cover an area from Newlyn, across to the Lizard.

    In Devon, flood warnings are in place along the south Devon coast.

    A world-class research and development centre for driverless ships and underwater drones has been opened in Plymouth.

    It's been set up by French contractor Thales.

    Driverless boats are controlled either by their own software and sensors, or remotely by an operator.

    Maritime rules need to be worked out to allow best use to be made of what they call autonomous craft, and the new centre at Turnchapel in Plymouth will help Britain do that.

    The military needs boats that can sail into troublespots, unmanned and perhaps deploy submersible drones while they are there, to perform jobs that are dirty, dull or dangerous - such as blowing up mines.

    Thales has invested £1m to set up the new centre creating 20 jobs but it should get bigger

    With the universities of Plymouth and Exeter involved, alongside local specialist firms, this could become quite an advert for the South West.

  8. Council explores car park charge changespublished at 17:10 British Summer Time 11 October 2018

    Cornwall Council says it is not proposing massive hikes in car park charges, but is exploring possible changes for parking prices across the county.

    There are currently 123 different charges. The council said it was considering introducing a simpler system, so it has produced a paper. However, that initial paper said prices could go up by as much as 500% for some passes in some areas as charges were homogenized.

    Day-to-day examples include some car parks in Bodmin seeing a 70p an hour charge increased to £1.40, up 100%.

    In the most extreme proposal, the cost of a one-month ticket for in Penzance's harbour car park could go from the current charge of £29.17 to £185.60 - an increase of 536%, the Local Democracy Reporting Service said.

    The councillor in charge of roads, Geoff Brown, said he wanted to assure people that the fees in the paper "simply produced to give ... an indication".

    He added: "No fee changes could be made until a full public consultation has been carried out."

    There is a big meeting at Treyew Road later as Truro City chairman Peter Masters will update supporters on the latest developments surrounding Treyew Road and the Stadium for Cornwall.

    Developers had been due to put £2m towards the Stadium for Cornwall project once work to build a supermarket started at Treyew Road.

    However, there has been speculation that the proposed deal for the supermarket is in jeopardy which could have a knock-on effect for construction of the stadium.

    The meeting gets under way at 19:00, with supporters and interested parties welcome to attend.

  10. Man dies following Torquay single-vehicle crashpublished at 16:29 British Summer Time 11 October 2018

    A man has died after a car crash in Torquay.

    Police said, external the single-vehicle crash occurred on the A3072 Rathmore Road in the town at about 03:30. Three people were in the car.

    The driver of the car was taken to Torbay Hospital with minor injuries and one passenger was taken to hospital in Plymouth with a serious leg injury.

    A second passenger died at the scene, police confirmed. Officers are trying to contact their next-of-kin.

    A 19-year-old man has been arrested on suspicion of causing death by dangerous driving.

    The road was closed for a police investigation, opening at 13:30.

    People in Exmouth should not "speculate on the identity of either the victim or the suspect" in the case of a teenage boy being accused of raping and attempting to murder a 10-year-old girl because they could be breaking the law, a senior police officer says.

    The 16-year-old boy is accused of the offences in the town on 4 October. He is in custody and due to appear at Exeter Crown Court on 8 November after a hearing in Plymouth earlier.

    Alleged victims of sexual crimes are automatically granted anonymity for life. Suspects under the age of 18 are also not allowed to be identified by law.

    Anyone breaching these laws may be found in contempt of court.

    Supt Matt Lawler, of Devon and Cornwall Police, said, external: "These rules are not solely for media organisations to adhere to, they also apply to everyone of us, and includes all information posted via social media".

    A police operation to crack-down on bad driving on Cornwall's roads has had a quick and dramatic impact in Truro.

    Devon and Cornwall Police's new No Excuse strategy is employing specially-trained officers to concentrate on tackling the so-called "fatal five" offences that officers said caused an "unacceptable level of deaths and serious injuries" on roads.

    They include:

    • Excessive or inappropriate speed
    • Not wearing a seatbelt
    • Distracted driving, such as using a handheld mobile phone
    • Driving under the influence of alcohol or drugs
    • Careless or inconsiderate driving

    On its first day in Truro, a marked police car attempted to stop another car after an alert from a number plate recognition system, but the driver sped off

    A short but high-speed chase through the streets of Truro ended with the silver saloon coming into contact with another police car.

    No-one was hurt. A man has been arrested.

    Exeter City Council is on the verge of facing a financial crisis - and the closure of the city's Clifton Hill Sports Centre (pictured) is partially to blame.

    David Hodgson, the council's chief finance officer, told the executive committee on Tuesday night that the projected year-end balance for the council's general fund is £2.6m, which was below the recommended minimum level of reserves of £3m for the council to hold.

    Mr Hodgson also said income associated from the sports centre that had been budgeted for was not going to be received.

    As senior council officers have said that the minimum level of reserves must be maintained, one-off in-year spending reductions will have to be found, although no details as to how the shortfall will be addressed has yet been determined.

    Clifton Hill has been shut since March due to heavy snowfall during the Beast from the East, which caused a major leak in the roof. It was closed after repair bills were deemed too high.

    Two separate incidents have led to widespread reports of discoloured water across large parts of Cornwall.

    A burst main in Burraton Combe on the outskirts of Saltash was repaired last night and flushing the system has caused brown water.

    Another burst main in Summercourt near Newquay has caused water dicolouration in the Truro, Camborne and Redruth areas.

    Cannabis plants with an estimated street value of about £150,000 have been found by police in an industrial unit at Threemilestone, near Truro, officers say.

    Up to 300 plants were found at the former premises of a flooring business in Chyvelah Road.

    No arrests have been made.

    A 16-year-old boy has appeared in court via video link charged with the rape and attempted murder of a 10-year-old schoolgirl.

    He is accused of the offences in Exmouth on 4 October.

    The accused boy, who cannot be named for legal reasons, did not enter a plea at Plymouth Youth Court.

    He was remanded in youth detention until a pre-trial hearing at Exeter Crown Court on 8 November.

    Some of about 200 Dartmoor ponies going up for sale on Thursday have been having to say "cheese" for pictures taken for a new nine-page passport.

    The Dartmoor Drift is where hill ponies are rounded up to be examined. Some go back on the moor, some are slaughtered and some are sold at market.

    The animals are going on sale, despite earlier concerns that new welfare laws requiring the passport for their sale and transport may have prevented the auction from taking place because of concerns the rules are not practical.

    But organisers of the drift have managed to build a new £3,000 photo booth in order to comply with the regulations.
