Cornwall Council has revealed it is set to fall short on financial savings by more than £11.5m.
The council had aimed to make savings of £34.73m in 2018/19 but its current forecast shows that it will only achieve £23.21m.
It means there is currently a gap of £11.52m and with about five months left of the financial year there is no guarantee that it will not increase.
A council performance report going to the cabinet next week indicates the savings target is now considered to be red as a result of the shortfall.

A report going to Cornwall Council's cabinet on Thursday recommends the council submits a bid to host the first stage of the Tour of Britain cycle race in 2020.
Three possible different routes have been identified, with the preferred one taking the riders from Penzance to Bodmin.
This would see the race start in Penzance and roll-out to Marazion before continuing on to St Just, St Ives, Hayle, Gwithian, Camborne, Redruth, Stithians, Falmouth and on to Truro.
It would then go on to Newquay, St Columb Major, St Austell, Eden Project and finish in Bodmin.
The decision on the route will have to be agreed by Cornwall Council and race organisers SweetSpot.
Next week the cabinet will be asked to approve a budget of £345,000 to underwrite the core costs of hosting the event and to appoint a manager to attract sponsors.
In the report going to cabinet it estimates an extra £3.4m could be generated for the economy.
This year's event saw Tour de France winner Geraint Thomas taking part alongside Chris Froome.
A Cornish MP has been paying tribute to the county's hospice movement for the "excellent care" his mother received.
Derek Thomas, the Conservative MP for St Ives, was speaking during a special Commons debate on hospices.

A controlled explosion has taken place of a World War Two bomb found on the beach at Slapton.
The road has now reopened after Royal Navy bomb disposal experts detonated the device, described by police as a 5ft (1.5m) torpedo.

A 19-year-old man who died in an accident on the A35 near Wilmington earlier this month has been named by police.
Blake Harkin, from Honiton, died at the scene on Thursday 11 October.
Emergency services attended the scene where a Honda had left the road and come to stop in a ditch. It was reported the Honda was in minor contact with another vehicle after leaving the road.
The driver of the other car sustained a minor hand injury.
The road was closed overnight and reopened at 09:15 on the Friday.
An oncology nurse from North Devon has lost her fight against cancer.
Laura Harris, 43, from Barnstaple passed away earlier after being diagnosed with bowel cancer in 2017.
Her family have thanked everyone who donated towards a drug which prolonged her life.

A suspected World War Two bomb has been found on the beach at Slapton.
Devon and Cornwall Police was told at 13:45. Coastguards are also in attendance, and a Royal Navy Explosive Ordnance Disposal team are on their way.
The item is described as a rusty 4-5ft (1.2-1.5m) long torpedo and a 330ft (100m) cordon is in place.
The A379 has been closed at Strete Gate and Sands Road.

Plans for a landmark skyscraper including 170 apartments on Sutton Harbour in Plymouth are being recommended for approval.
The £60m, 20-storey development known as Sugar Quay would include shops, restaurants and cafes, a gym and co-working space, with parking in the basement.
The full planning application from Sutton Harbour Holdings will go before Plymouth City Council's planning committee on Thursday, 8 November.
The developer hopes to start work next year, with the aim of completing part of the building for use as a viewing platform and exhibition space during the Mayflower 400 celebrations in 2020.
The full development would be completed by 2022.
The developers have agreed to pay £250,000 towards upgrading flood defences at the harbour asked for by the Environment Agency, according to a report to the planning committee.
They are also being asked for almost £500,000 to pay for footway and cycle links at Sutton Harbour, and to go towards improvements at the Hoe.
The money would be paid under a Section 106 Agreement - a legal agreement designed to compensate the community for the impact of developments.

The A30 has reopened in both directions after an accident at Sticklepath near Okehampton.
The accident happened at about 11:00 when a car went into a wooded area and was on fire. One man was injured and rescued by members of the public.
Police, fire, ambulance and air ambulance attended.
It employs about 2,700 people in IT-related roles with almost 2,000 of those jobs in Leeds.
