A cyclist is fighting for her life after a serious crash in Exeter.

Police said the crash between the bike and an Audi van took place on the roundabout between Paris Street, Western Way and Heavitree Road at about 16:40 on Monday.

The woman was rushed to Royal Devon and Exeter Hospital with "serious" and "potentially life-threatening" head injuries.

Localised closures and diversions have been put in place.

Plymouth is renewing its pledge to not only be a carbon neutral city by 2050 but to halve emissions by 2034.

The city council's announcement comes as it marks the 10th anniversary of the Climate Change Act, external which commits the UK to an 80% reduction in its carbon emissions by 2050.

The authority said it has already completed various works to achieve its target including carrying out exploratory drilling in the city centre to see if hot rock could help heat offices and regeneration projects - reducing dependence on fossil fuels - and investing in more bus lanes and cycle routes so people can leave their cars at home.

All the council's buildings will go single-use plastic free by September 2019, the authority added.

The A39's Nice Baps roadside cafe can continue trading after objections to its trading licence were withdrawn.

The cafe, in a converted shipping container on the A39, near Egloshayle, Wadebridge, has been on site for 13 years.

Proprietor Kevin Baker said he was told of objections to the renewal of its trading licence because of its name and accusations that they had made the container bigger, which he denied.

Egloshayle Parish Council confirmed it referred concerns about cafe "potentially not meeting" licence conditions to Cornwall Council's licensing committee, but objections were "definitely not" because of the name.

Cornwall Council said that "representations received in relation to the application for street trading consent had been withdrawn", meaning "consent will be renewed by the council"

In September, Nice Baps was rated as the best restaurant in Cornwall on TripAdvisor.

There are currently 116 properties without power in the PL1 area of Plymouth, Western Power Distribution has said.

It added engineers are on the scene and hope to restore power supplies by 18:30.

Supporters of a hostel for the homeless in Torquay claim its closure would leave a “dangerous gap” in services.

Torbay Council has adopted a "housing first" strategy designed to move rough-sleepers straight into homes. It is combining that with stronger action against alleged antisocial street activity in the town centre.

But the Friends of the Leonard Stocks Centre said the 32-bed hostel in Factory Row - modernised in 2009 at a cost of £2m - said it should be kept open at least for emergency 24-hour support which will still be needed.

Nick Pannell, of the Friends of Factory Row, said that, while some people could can be moved straight into housing, many were "chaotic, typically with mental health problems, who need 24-hour support".

He said: "Closing it will leave a dangerous gap in services - which will put lives at risk."

The council is planning to work with private landlords and social housing providers to come up with the homes needed.

Its housing team is also approaching letting agents and landlords to offer enhanced deposits to house people with complex needs and is discussing access to accommodation from social housing providers.

"We should not have to wait until someone is killed before anything is done," a mother has said, after her 11-year-old son was run over by a car in Totnes.

Wendy Howarth has urged councillors that it should be a priority for the crossing at the Plymouth Road and Western bypass junction to be improved following the incident that involved her son in October.

He was trying to cross the road on the way home from school when he was hit by a car, suffering a broken nose, plus severe bruising to his face and abdomen.

Mrs Howarth said: “It could have been so much worse", that the junction was "lethal" and neighbours were "terrified" of it.

She has implored the South Hams Highways and Traffic Orders Committee to do something about the junction.

Committee chairman Councillor Roger Croad said: “We are obliged to have a look at this as it was a serious accident. We understand the problem and we need to have a look at it again.”

A report outlining safety concerns and potential solutions, as well as costs, is expected to be brought back to the next meeting of the committee in April.

There's relief at the University of Exeter at the news its former academic, Matthew Hedges - who was jailed for life for spying in the United Arab Emirates last week - has been pardoned.

The 31-year-old was among hundreds of prisoners granted clemency to mark the UAE's national day.

It's thought he could be back in the UK as early as Tuesday.

Dr Joao Florencio is from the University and College Union at the university and wants to ensure "situations like this don't happen again"....

City College Plymouth has announced the appointment of its new interim principal.

Penny Wycherley is the former principal of Waltham Forest College and says she's "delighted" to be joining the team in Plymouth.

"I believe that colleges serve their communities and City College Plymouth does this well.

"I am very much looking forward to working with its talented students and dedicated staff and governors to further develop the college's services to the community."

Ms Wycherley added the college is "working hard" to ensure any losses from the current workforce reforms and consultation process are kept to the "absolute minimum".

Her appointment follows the resignation of former principal, Garry Phillips - after an overwhelming vote of no confidence in him and the college's governors by staff.

He said the cafe was not any bigger and only made to "look like a lovely little wooden cafe, and absolutely no different in size at all."

Egloshayle Parish Council said its decision was "definitely not" because of the name.

It said it responded to concerns from some local residents about the cafe "potentially not meeting the conditions of compliance, with regards to its licence", and those had been passed on to Cornwall Council's licensing committee.

There's a push to recruit more social workers in Cornwall as more than 20 posts are unfilled in the county.

Cornwall is doing well with only 5% vacancies unfilled in social work - some 21 posts - compared to 12% across the rest of the UK.

Cornwall Council said social workers played a "leading role in delivering services that safeguard the welfare of the most vulnerable members of our communities".

Those interested, it added, needed to "demonstrate a clear commitment to building stronger and more resilient communities, empowering people to make informed choices about how their support needs are met".

A rugby player from Cornwall is in hospital after breaking her neck during a match at the weekend.

Jessie Humber, from Padstow, was playing for Plymouth Albion Ladies against Cullompton when she was tackled and landed on her neck on Saturday.

On their Facebook, the team said she also suffered another minor fracture in her neck and some other ligament damage.

She is undergoing tests at the Royal Devon and Exeter Hospital to see if she requires "a fusion operation which they want to avoid if possible".

The team added: "Albion Ladies and Jessie really appreciate everyone’s support and well wishes, we all wish her a speedy recovery."
