The rundown 'Goldfish Bowl' on Teignmouth seafront - which has been used by Teignbridge District Council for storage for 20 years - is set to be turned into a Mediterranean style beach café.
Last year, the council announced it wanted to bring the building back into use.
A tender period took place and the preferred applicant wants to convert the structure that overlooks the bowls green into a café - providing an all-day catering offer that aims to enhance the current seafront.
Teignbridge District Council unanimously agreed to grant a 25-year lease to the applicants - a local company made up of four local business people.
Terms for a lease will initially be agreed - subject to planning permission and a premises licence - which are expected to be granted by Spring 2019.
Quote MessageThis is an underused asset in a prime location at our premiere seaside destination. It will be changed from its current use as a store to something much more useful.

A six-year-old Asiatic lion at a Devon zoo has been put to sleep after being tested positive for Bovine TB.
Staff at Paignton Zoo say they are "deeply saddened" by the death of the lion called Maliya.
Maliya's mother, Indu, tested positive for the disease earlier in the year and had to be put to sleep in July.
Zoo spokesperson Phil Knowling said the zoo had done "everything we can to be sure" she definitely had TB.
"We knew we couldn't keep her alive so for the sake of her family and the larger collection, we had to take the decision - as heartbreaking as it was."
TB is a complicated disease which comes in many forms and is hard to detect and even harder to confirm.
In March, it was revealed the zoo was giving its animals contraceptives to ease pressure on space amid an outbreak of TB.

A popular music festival is looking to double in size - from a 5,000 capacity to 10,000.
The annual Cornish Cyder Farm Festival - better known as Little Orchard Music and Cider Festival - is held at Healey's Cyder Farm at Callestick near Truro.
Organisers have submitted a licensing application to Cornwall Council, but objectors say the festival has already broken its licence by having 12,000 people attend this year's event.
As well as looking to increase the capacity of the event, the venue has also applied to extend the hours recorded music can be played and for alcohol to be served until later.
This has attracted a number of objections from local residents who say the policy the festival operates - where under-18s are allowed to attend with an adult - could create problems of children being exposed to more drunken behaviour.
Cornwall Council will consider the application on 12 December.
Quote MessageHealey Cyder Farm have somehow convinced the licensing committee they are all about innocent family fun - 'Wurzels go to Disney' - when, in fact, they are exposing children to the possible sale and consumption of one of the strongest types of alcohol brewed by themselves on the same application site, and for extended hours when the risks of fights and trouble are at their height."

Pet owners in parts of South Devon will soon only be able to walk a maximum of four dogs at a time.
New dog control measures covering a range of issues are being brought in by Teignbridge District Council for 2019.
Wardens will be able to issue offenders with £100 fixed penalty notices.
The seasonal dog exclusion areas on beaches has also been extended by a month, so will come into force in April rather than May 2019.
Teignbridge District Council has made the changes by reconsidering key parts of a proposed Public Space Protection Order (PSPOs) - which are broad powers allowing councils to enforce and manage anti-social activities within a specified area.
The draft order takes into account existing bye-laws but also provides new controls including:
• Making it an offence for a person in charge of a dog who does not carry a bag or other means of clearing up after their dog at all times
• Making it an offence if a person in charge of a dog does not keep the dog on a lead whilst on a road or footpaths next to a road or cycle path
• Limiting the number of dogs that can be walked by a person (on or off the lead) at one time
Councillors say the benefit of a PSPO to residents of Teignbridge is that officers will be "able to issue fixed penalty notices to those caught ignoring the rules on dog fouling and controls".
