The Maritime and Coastguard Agency (MCA) said "nothing could have changed the sad outcome" of the sinking of the Solstice - after coastguards were criticised in a report into the incident.
The Solstice capsized in Plymouth in September 2017 and fisherman, Tony Jones died.
A report by the Marine Accident Investigation Branch (MAIB) said coastguards were "overwhelmed" and "distracted" when they reached the scene last year.
The MCA said staffing on the night watch during that time was "in excess of the recommended levels and included seven specialist search and rescue mission coordinators".
It added it will address the MAIB recommendations and ensure it will continue to "review and assess the way we do our search and rescue work on an ongoing basis to identify and act upon further improvements".

An official report into the sinking of a Plymouth fishing boat has criticised both the coastguard service and the safety precautions taken on board the vessel.
The Solstice went down south of Plymouth in September 2017 with the one person losing their life.
The report by the Marine Accident Investigation Branch (MAIB) describes coastguards as being "overwhelmed" and "distracted".
It also says they failed to exploit local knowledge from RNLI lifeboat crews.
Plymouth MP Luke Pollard says lessons must be learned...
The Maritime and Coastguard Agency has been approached for comment.
It'll be a mild and mostly cloudy day with some occasional light rain or drizzle.
Low cloud will also cover high ground at times, but the rain will become more persistent this afternoon and low cloud will also become more extensive.
Moderate or fresh southwesterly winds will be strong around the coast with gusts to near gale force at times.

The ringers at Lanivet Parish Church raised around £13,000 to replace the seventh bell in the tower, which was hoisted in to place on Wednesday.
It had to be specially made at the only foundry in the country which still makes church bells, based in Loughborough.
Quote MessageI forget the sum, but it's over £4,000 that the other churches within Cornwall have given to us to get the new bell cast. We all realise how expensive these campaigns are and if somebody else is in trouble, I'm sure we would be just as generous the other way around."
