Cornish Pirates coach Gavin Cattle says his side's poor discipline contributed to their 27-17 loss at Bedford in the Championship Cup.
Despite the loss the Pirates are guaranteed a quarter-final place as they will have one of the eight best records after next week's final round of pool matches.
"The penalty count was astronomical, it was 20-7 so you're not going to be winning any games when you have that sort of penalty count," Cattle told BBC Radio Cornwall.
"But I'm proud of that last 15 minutes. We showed glimpses of what we can do, but ultimately you need the ball to play with and you need to launch off the set piece and we struggled to do that."
