Police declared a "critical incident" and evacuated homes when a leak in a pipe in Brunswick Place was found at about 09:00.
Wales and West Utilities said engineers were working to fix the pipe as quickly as possible.
The body of Tyler Peck was found on Saturday morning at a house in Salcombe, Devon.

The chairman of Wendron Football Club died in hospital on Sunday, it has been announced.
Wendron FC said Kevin Williamson would be "forever in our hearts and will be forever a part of the Wendron family".
In a statement posted on social media the club said: "Kevin has helped build the club to what we have today, not just from a footballing perspective, but also cricket and the community as a whole.
"He will be deeply missed by all and the many roles he played in making our club successful will be near on impossible to fill."
Wendron FC’s first team fixture on Saturday at home to Liskeard will still go ahead; however the second, third and fourth team games have been postponed.
A minute's silence will be held in honour of Mr Williamson at the game and the club will not be charging for entry to the game but will be collecting donations for the Cornwall Air Ambulance.
A 15-year-old boy who died on Saturday is believed to have taken "an unknown substance" according to police.
Tyler Peck died at a house in Carr Close, Salcombe. Police were called to the house at 12:45 on Saturday.
Det Insp Dave Pebworth said: "This is an incredibly sad incident and my thoughts are with the family of 15-year-old Tyler at this time."
He added: "I'd like to urge parents and guardians to talk to their children about the risks and potential dangers involved in taking drugs.
"Safeguarding is a priority and we do not wish to see anyone else in our community go through this ordeal."
A new, higher sea wall is planned for the stretch of railway linking Devon and Cornwall to the rest of the UK.
Network Rail said it has submitted plans for a wall to provide "greater resilience for generations to come".
The announcement comes on the eve of the five-year anniversary of storms in 2014 which caused a section of the Dawlish sea wall to collapse, leaving the rail track to Cornwall suspended in mid-air.
The trap belonging to a golf club had been set to control rabbits in the area.

Cordons are still in place around the town with a number of streets evacuated.
It is not yet clear how long it will take to fix the leak in a pipe in Brunswick Place.

The gas leak that has forced the evacuation of dozens of homes and businesses in Dawlish was caused by a leak on a pipe.
Wales and West Utilities operational manager Scott Pengilley said: "We were alerted to a smell of gas in the Brunswick Place area of Dawlish this morning and immediately sent an engineer to the scene.
"On arrival, we found a leak on a gas pipe running beneath Brunswick Place road and are now working to repair it.
"As a precaution, the emergency services closed Brunswick Place and evacuated nearby properties."
Police declared a "critical incident" and evacuated all properties within a 150m cordon centred around the Royal Mail office on Brunswick Place.
Wales and West Utilities said it could not say how long the works would take.

Homes and businesses across Dawlish have been evacuated as police launch a 'critical incident' in response to a gas leak.
The gas leak is at the Royal Mail Sorting Office on Brunswick Place.
Residents are being taken to the Sandy Lane Leisure Centre.
Police said a 150m cordon had been set up with all properties on the roads below evacuated:

Police say a 200m cordon is currently in place and the area is being evacuated.
Residents and anyone in the area of Brunswick Place and Plantation Terrace are also being asked to evacuate the area.
Meanwhile Wales and West are also dealing with gas leaks in Exeter and the Totnes area.

Truro City manager Leigh Robinson says he has been impressed by the improvement of his side.
The White Tigers beat Eastbourne Borough 2-0 on Saturday to move up to 17th place in National League South.
Robinson, who took over at the start of September when Truro were bottom of the table with just two points, now has a side who are seven points clear of the relegation zone.
"It's remarkable progress from where we took over," Robinson told BBC Radio Cornwall.
"I'm level-headed enough to know that there's going to be bad days, in terms of it not being our squad and not knowing what we had, and you make the most of your good days.
"In September we set out a requisite number of wins, and I think we're only three or four away from that now and it shows that we're moving in the right direction."

Three people have been arrested in connection with an "altercation" involving a Samurai sword in Plymouth.
Firearms officers, police dogs and a police helicopter were scrambled to Albert Road at about 19:45 on Sunday and a cordon was put in place.
Two men, aged 28 and 35, and a 20-year-old woman, all from Plymouth, have been arrested on suspicion of possessing an offensive weapon.
All three remain in custody.
Officers say they recovered a number of weapons from the scene including a Samurai sword, a screwdriver and a baton.
No-one was injured in the incident.
