Controversial plans to build more than 1,200 homes on the edge of Newton Abbot are being considered at a planning inquiry.
The application, submitted by PCL Planning on behalf of the Rew family, would include a shopping centre, primary school, employment land and a boutique hotel.
Campaign group Newton Says No , externalsaid it believed Decoy Woods will be "destroyed" by putting a road through them.
"They are pouring concrete too on a zone of Special Scientific Interest and endangering the existence of a very rare species of bat," it said.
"The plans go beyond all logic or reason."
PCL Planning has not commented ahead of the inquiry.

Once there was a convent garden with ancient trees and plants in Lynton, then it was gone.
The whole site was cleared, causing fury in the north Devon town.
The Catholic Church now says it is investigating its "internal processes" after it allowed the garden to be destroyed because of "health and safety" fears.
Locals said they could not believe the action was taken without any discussion and described it as "hooliganism, devastation and vandalism".
The church has apologised for the distress caused.

A man is in hospital with "serious injuries" after a crash on the A38, police have said.
It happened at about 20:05 on Monday by the junction for Catchfrench, near Trerulefoot.
The man, who is in his 30s and from Saltash, was driving a Renault Kangoo when it was involved in a crash with an Isuzu Rodeo.
The driver of the Isuzu - a man in his 30s and from Liskeard - was also taken to hospital as a precaution. His injuries are described as minor.
The road was closed for more than eight hours.
Any witnesses are asked to contact Devon and Cornwall Police via 101.

The M5 northbound has re-opened but it is slow-moving and drivers should expect long delays for a couple of hours in and around Exeter.
Police and Highways England had been stopping all traffic getting onto the A30 westbound, possibly in preparation for the M5 re-opening.
There are still queues going up Haldon and Telegraph hills.

Five men convicted of trying to smuggle more than £120m of cocaine into Cornwall are due to be sentenced on Tuesday.
The gang's catamaran was brought into Newlyn last summer with 1.4 tonnes of cocaine on board.
Investigators said some of the drugs would have been sold locally and that the convictions would be a significant blow to the illegal drugs trade.
