    A police force has been fined £234,500 for health and safety breaches in relation to a belt used around the face of a man before he collapsed in custody.

    Thomas Orchard, 32, died in hospital seven days after being arrested and taken to Heavitree Road police station in Exeter, Devon, in October 2012.

    During his detention, Mr Orchard was restrained and an emergency response belt (ERB) was placed across his face for five minutes and two seconds to prevent spitting or biting.

    In a landmark conviction in 2018, the office of the chief constable of Devon and Cornwall Police admitted breaches under the Health and Safety at Work Act.

    The 500 people who helped organise and run Exeter City Council's election have been thanked for their efforts by the authority's chief executive.

    Staff had to deal with some unexpected incidents on polling day including a potential gas leak and a key snapping off in the lock of the door of a polling station forcing them to set up in the lobby while a locksmith was called.

    Meanwhile police had to be called after staff were faced with aggressive and threatening behaviour and language by an individual at more than four polling stations.

    Karime Hassan said: "It is a massive undertaking and I can't thank everyone enough for their efforts."

    In Exeter, just over a third of the electorate turned out to vote, with a 36% turnout overall.

    The first result was declared at 12:30 and the last at 01:37.

    The Conservatives have held West Devon Borough Council but have lost three seats.

    Labour lost two seats while the Greens and Liberal Democrats gained two each.

    Other results

    • The Liberal Democrats gained 10 seats in North Devon. They have become the largest party taking 21 of the 42 seats, missing out on taking overall control of the council by a single seat, though one seat is still to be contested due to the death of one of the candidates.
    • Labour retained Plymouth and gained an extra seat. It was a difficult night for the Conservatives in the city, though. They dropped to third place behind UKIP in several wards.
    • Labour has retained control in Exeter. The Green Party won its first seat in the city, with Diana Moore winning in St Davids.
    • No party has won a majority in Torbay, although the Conservatives have the most seats with 15, leading the Liberal Democrats by two.
