A horse box fell on its side on the A39 near Bideford and trapped a car at about 09:30.
The road has been closed for several hours.
Two people who were in the car were taken to hospital.
Two horses were in the horsebox and vets and specialist rescue teams worked to free them.

Meah Hill was reported missing shortly after midday on Monday.
She is described as white and about 5ft 8ins (1.7m) tall. She has long blonde hair, blue jeans and was last seen wearing sky blue Nike trainers, and a light blue hoodie.
She may also use the names Lexie, Lexcy and Ruby.
A flood alert for Devon has been issued, affecting areas around the rivers Culm and Clyst.
The Environment Agency warns flooding is possible for Hemyock, Cullompton, Stoke Canon, Broadclyst and Clyst St Mary.
The main area of concern is the River Culm, where levels suggest that there will be flooding to low lying land and roads close to the river.
Levels are expected to remain high throughout Tuesday, though no flooding to properties is forecast.

Police have said a man found dead in his car is their only suspect in the killing of a Devon pensioner.
Officers launched a murder investigation after a 73-year-old man died on Sunday after suffering multiple stab wounds.
The pensioner was found in Kingsteignton, Devon, at about 21:20 BST on Sunday.
At around 11:00 on Monday, officers were made aware of the body of a 42-year-old local man found dead in a car near Labrador Bay, Shaldon, about six miles away.
Det Supt Mike West said: “The man found deceased within a car near Labrador Bay is our only suspect in relation to the murder and we are not looking for anyone else in connection with the death, which we are treating as an isolated incident.
“This has come as a huge shock to the family and loved ones of those involved."
A file is being prepared for the coroner and the matter will now be progressed by them in relation to the cause of the two deaths.

A horsebox has collided with a car, leaving two horses trapped.
Vets and special rescue teams are at the scene on the A379 West Roundswell to Bideford.
Three fire engines and a heavy rescue vehicle were sent to the crash at 09:25.
On arrival, a horsebox was on its side with a car underneath it.
An ambulance took one casualty from the car to hospital and another casualty, also from the car, was taken to hospital with minor injuries.
The horsebox has been stabilised and emergency crews are working to release the horses.

A bid to alter the design of homes to be built on a controversial site has been rejected by Cornwall council's planning committee.
Linden Homes had applied to Cornwall Council to change the designs of seven of the homes on its development of 28 at Swanpool Road in Falmouth.
The council had originally refused planning permission for the overall development but that was overturned on an appeal to the planning inspectorate.
Work has already started on the site, which also includes 11 affordable homes, but the developer was seeking permission to increase the size of seven of the homes.
Falmouth Town Council objected to the changes saying that it would lead to over-massing and said it also impacted the Area of Outstanding Natural Beauty (AONB).
Local Cornwall councillor for the area Alan Jewell said there had been a large number of objections.
He said the homes would be visible from points "all over the town" and it was disappointing that the developer was not willing to stick with what it has permission for.

A conservationist has described Devon County Council's cutting of an "ancient" wildflower verge as an act of "vandalism".
The local authority said the the 200m strip between Buckfastleigh and Totnes has been cut for health and safety reasons.
But Donna Cox, the co-founder of the Moor Meadows community group, said the work has been done at the wrong time of year - for the third year in a row which could destroy the habitat forever.
