A Devon council has been criticised for failing to carry out its duty to an ill teenager who was left without tuition for a year.
The girl, identified as Miss X, was entitled to three hours of GCSE tuition a week in Information and Communications Technology under an education health and care (EHC) plan issued by Torbay Council in September 2017. But the tutor withdrew after the pupil cancelled at short notice seven times in 16 sessions.
After a year without tuition, the girl’s mother complained on her behalf to the Local Government and Social Care Ombudsman
An investigation found the council was at fault for not restoring the lessons from January last year.
The council has apologised and agreed to pay the girl £900 for the loss of provision and £100 each month it continued, and to pay her mother £250.
The report said Miss X had a medical condition which meant she found it better to work in the late afternoon and sometimes had to cancel at short notice. The investigator said she was not responsible for her condition, and he did not criticise the late cancellations or blame her.
Torbay Council said it had "apologised to the complainant and her mother and has taken the actions identified by the ombudsman.”

A pelican that escaped from Exmoor Zoo has come home to roost after flying the coop.
The bird broke free from the Barnstaple attraction on Monday.
Danny Reynolds, of Exmoor Zoo, said the three-year-old bird flew about a mile away before the bad weather forced him to land.
Luckily local farmer Kevin Dallyn soon spotted the pelican and raised the alarm.
Zookeepers used the escape artist's favourite food to entice him in and recapture him.
The 80-year-old man was injured and died in hospital after the double-decker came to a sudden halt.

A large wooden bench has been stolen from a meadow in Okehampton, police said.
Thieves took the cedar seat with a salmon design from Simmons Park on 1 June.
"The bench seat is a very large piece of wood," Okehampton Police said on Facebook, external.
"Therefore, [we] are hopeful that someone has seen the offender(s) carrying this piece of wood in the location."

A man in his 60s was taken to hospital with a "serious head injury" after an assault in Redruth, police have said.
It happened on Penryn Street - on the pavement by the old church - at about 23:25 on Saturday 1 June.
The man was punched and knocked him unconscious, officers said.
The offender is described as a white man, about 6ft (1.8m) tall, of normal build with short, dark hair which was shaved around the back and sides.
He was wearing a dark coloured short sleeved T-shirt, dark jeans and shoes.
Police are particularly keen to speak to the driver of a light-coloured convertible car which stopped and helped the victim.
Any witnesses are asked to contact Devon and Cornwall Police via 101.

A former Royal Marine from north Devon working on anti-piracy security died after a night ashore in Kenya in unexplained circumstances, an inquest heard.
Benjamin Ryalls, 34, from Bideford, was fit and healthy when he died in a tuk-tuk on the way to his ship in Mombasa in 2012.
His family said they felt let down by the British government, while Kenyan authorities had withheld information and toxicology results.
Exeter coroner Philip Spinney said no injuries were found on Mr Ryalls.

A woman was punched in the face after a row about her dog in Plymouth, police have said.
It happened at Cattedown Roundabout at about 07:25 on Friday 7 June.
The 45-year-old woman sustained facial bruising and swelling as a result of the attack, officers added.
A 56-year-old local man was arrested on suspicion of assault causing actual bodily harm and has been released on bail until 5 July.
Witnesses are asked to contact Devon and Cornwall Police via 101.

A Cornish MP has said he may challenge a colleague to a wrestling match during a debate in the House of Commons later.
Tory MP Scott Mann is holding an adjournment debate calling on the government to recognise Cornish Wrestling - or "wrasslin'" - and to look at whether the sport could be part of the Commonwealth Games.
"We are proud of a lot of things in Cornwall," he said.
"We have a lot of things like gig rowing, but Cornish wrestling goes back to Agincourt, where two Cornishmen were carrying the banner with Cornish wrestlers on it."
Mr Mann said it was quite a "niche" sport in Cornwall and Sport England had not helped to raise its profile.
He added: "I might challenge the minister to a wrestle. I'll have to make sure I get that into my speech. It is going to be a fun debate."

A motorcyclist punched and smashed the window of a van before punching its driver in an assault in Plymouth, police have said.
Emergency services were called to the slip road by Manadon Roundabout, near the A38, on Wednesday 15 May after the incident which happened between 17:30 and 18:00.
The victim, a man in his 20s, was driving a white Citroen van, when he stopped at traffic lights on the slip road.
A blue motorbike was reported to have pulled up alongside the van and the rider then punched the front driver’s window, causing it to smash.
The rider then punched the victim in the face causing visible injury before leaving the area, officers said.
Devon and Cornwall Police have appealed for witnesses to get in touch via 101.
Campaigners said moving the cobbles would "rip out the soul" of the historic area of Plymouth.
