    Rail company Abellio has completed the sale of 40% of the Greater Anglia rail franchise to the Japanese company Mitsui.

    The two companies first entered into a joint venture to bid for the West Midlands rail franchise in 2016.

    Abellio will continue to have a majority stake in the business and will be in overall control.

    The company first operated the franchise from February 2012, and  re-won it in August  last year. 

    Under the terms of the franchise agreement, it plans to spend £1.4bn on more than 1,000 new carriages, free wi-fi, station improvements and has a commitment to cut average journey times by 10%.

  2. Police warn of dangers of car modification at inquest into pair's deaths published at 12:20 Greenwich Mean Time 21 March 2017

    More details now about the inquest into the deaths of Thomas Putt and Nikki Willis, whose bodies were found inside a modified Ford Fiesta.

    Giving evidence, Det Insp Robert Kirby told how, during tests, smoke from the car's engine came up through the bonnet and into the air intake vents before passing into the cabin of the car. 

    He said a carbon monoxide detector recorded levels of 400 parts per million (ppm). 

    The maximum level the police device was capable of recording was 500 ppm. 

    Det Insp Kirby said he hoped the case would "raise awareness" of the dangers of modifying vehicles.

    The inquest heard both engineering apprentice Mr Putt, 20, of Wren Close, Leigh-on-Sea, and shop worker Ms Willis, 23, of Fox Crescent, Chelmsford, died from inhaling exhaust fumes.

    Coroner Caroline Beasley-Murray recorded a verdict of accidental death.

    An inquest into the death of Nikki Willis, 23, and Tom Putt, 20, found dead in a car in Chelmsford in December, has heard that the Ford Fiesta had had its catalytic converter removed.

    Chelmsford Coroner's Court heard from Det Insp Robert Kirby who forensically investigated the car.

    He said "a unique series of events came together to allow this tragedy to happen" and that there was a gap between the engine and the exhaust which allowed fumes to escape from the engine into the car. 

    A video revealed that vents had also been cut into the car's bonnet. 

    The video showed smoke coming out of the vents through the fresh air intake vents by the window wipers and into the seating area of the car.

    Coroner Caroline Beasley-Murray who described both deaths as "a tragic, tragic accident" said they were caused by inhalation of exhaust fumes including carbon monoxide.

    An inquest into the death of 19-year-old Bulgarian Denis Petkov, who was stabbed to death at an address in Rettendon earlier this month, has been opened and adjourned at Chelmsford Coroner's Court.

    The coroner said the provisional cause of his death was a stab wound to his neck. 

    A man from the village has been charged with Mr Petkov's murder. 

  5. Harlow MP calls for 'full punishment' for mural vandalspublished at 10:20 Greenwich Mean Time 21 March 2017

    The MP for Harlow, Robert Halfon, has condemned "mindless vandalism" of a mural aimed at bringing different communities in the town together.

    The mural, entitled "We're all in the same boat" was only finished at the weekend and follows the death of Polish man Arek Jozwik at The Stow last summer.

    Conservative Mr Halfon said he hoped those responsible for damaging the street art were properly punished. 

    "This is just mindless vandalism by horrible people and they have to have the full force of the law felt against them if they're ever caught," he said.

     An inquest is due to take place today into the deaths of a young man and woman, found dead in a car in Chelmsford last year.

    The bodies of Thomas Putt, 20, from Leigh-on-Sea, and Nikki Willis, 23, from Chelmsford, were found in a vehicle in Fox Crescent in Chelmsford last December.

    It's thought that they may have died from accidental carbon monoxide poisoning. 

    The inquests are taking place at Chelmsford Coroner's Court.

    Another inquest is set to open at the court today, that of 19-year-old Bulgarian Denis Petkov who was stabbed to death at an address in Rettendon earlier this month. 

    A  man from the village has been charged with his murder.

     A 95-year-old woman from Harwich is claiming she may have to leave her home of 70 years due to the rising costs of care.

    Sam Smith's weekly contribution to Essex County Council is going up from £20 to £100 in April. 

    Mrs Smith has lived in her Harwich home for more than 70 years, raising her family there.

    Essex County Council says it wants elderly people to stay in their homes too, but faces unprecedented financial challenges in social care, adding that the charges are in line with most other councils.

  12. Lower Thames Crossing decision 'could be announced later this week' published at 07:50 Greenwich Mean Time 21 March 2017

    BBC South East has been told that a decision on the location of a new Lower Thames Crossing could be announced later this week.

    Last year ministers promised an announcement "in due course" following the largest public consultation for a road project the country's ever seen.

    Highways England is  recommending option 'C'  - which would see a road connect the M2 with the M25 from the east of Gravesend across to Tilbury in Essex - tunnelling under the Thames near the village of Higham.

    This decision has been controversial because while most people agree that the congestion at Dartford is a problem, when it comes to building new tunnels and new roads, not many people want it on their doorstep.

    Highways England have made it very clear that they think the best option is to go from Gravesend to Tilbury. They say that will provide the economic benefits and cut journey times.

    But for many years there have been campaigners who say they want to see a new crossing near the existing one. They say that will tackle the congestion more head on.

    Just last year a study found that the road leading to the Dartford Crossing is one of the slowest in the UK and just last month the Federation of Small Businesses wrote to the Government urging ministers to guarantee the earliest delivery of the new crossing.

    A developer has dropped plans to appeal against Basildon Council, external 's refusal to allow the conversion of a town centre office block into 165 homes. 

    The project concerned Northgate House, above the former BHS town centre department store, and would have seen 162 studio flats and three one-bedroom apartments created, with no parking provision and only two small areas for cycle storage. 

    Council planning officers felt the lack of parking would lead to an overspill of cars into nearby roads and that the noise impact from adjoining commercial premises had not been properly taken into account. 

    "The council had real concerns about the sheer volume of properties and the lack of transport provision being proposed," Richard Moore, cabinet member for planning, said.

    A plane carrying 262 passengers had to make an emergency landing at Amsterdam on Sunday after experiencing a cabin air pressure problem. 

    The Titan Airways Boeing 767-300 left Stansted Airport, external at 09:00 and was due to arrive at Rzeszow in Poland at 12:40.

    The captain diverted the aircraft to Amsterdam's  Schiphol Airport, external , the company said. 

    None of the passengers or the 10 crew were injured during the emergency landing at 10:05. 

  19. New trees planted to replace 'poisoned' sycamorespublished at 17:01 Greenwich Mean Time 20 March 2017

    Three trees which died after having a poisonous substance poured into their trunks have been replaced at a cost of more than £500. 

    Holes were drilled in to the trunks of the sycamores in Harwich's Harbour Crescent last September to disperse the unknown poison.

    The substance destroyed trees planted by Tendring District Council, external more than 15 years ago to improve the  the area. 

    "It was all a bit of a mystery at the time and we never did find out who was responsible for such a mindless act of vandalism," Michael Talbot, cabinet member for the environment, said.
