Read MorePeople who don't live in Hampshire and use the county's tips will be charged £5, after proposals put forward by Hampshire County Council were approved.
The new proposals, which will be enforced from April next year, include the installation of automatic number plate recognition (ANPR) barrier system at the Household Waste Recycling Centres.
This will allow free access for vehicles registered to Hampshire addresses.
An implement was put through letterboxes to commit three burglaries in Calcot, Berkshire, over the course of two weeks.
Thames Valley Police said the tool was used to open the handles of doors from the inside, and believes three incidents on 18, 19 and 27 October are linked.
On the 27th, an Audi A6 was stolen from a property on Hawkesbury Drive after someone broke in and stole car keys.
Electrical equipment was also stolen in another burglary, while in another a homeowner disturbed the intruders.

Stephen Faley, 45, from Weymouth, died on 16 October on the eastbound carriageway of the bypass between the Northbrook Interchange and the Tolpuddle Ball junction.
His family said in a statement: “Steve was a devoted father to his son and daughter and a loving husband.
"He was very proud of both children, and worked as a plumber with many customers in south Dorset."

The increased fees, confirmed by Hampshire transport bosses, will see people who live in Winchester having to pay an extra £30 a year for permits, rising from £22 to £50. Residents in Romsey and Andover, will be billed £37 more per year, with a cost of a permit growing from £15 to £52.
In Southampton, which runs it's own parking scheme separate to Hampshire, residents will have to pay £30 year for a permit.
Hampshire Transport Chief Councillor Rob Humby said residents have told the authority a "well maintained network" is a priority, and the authority needs to ensure as many resources as possible go into that.
The changes will take effect from next April.

Police say they believe the attacker and victim are known to each other.
