A severe weather warning is in place for the River Teme.
A flood warning is also in force for the River Corve in Ludlow. There is also a flood warning for the Teme at Ashford Carbonell, south of Ludlow.
The British Red Cross said it had sent teams to Shropshire to offer support to people affected.
Herefordshire Council has asked people not to travel unless absolutely necessary.
Dozens of roads in the county are closed, with the main routes into Hereford all blocked.

The B4399 Holme Lacy to Dinedor road has reopened.
Major flooding incidents have now also been declared in Worcestershire and Shropshire, joining Herefordshire.
Evacuations are now taking place in Shropshire, said West Midlands Ambulance Service, where the River Teme in the Ludlow area is expected to reach "unprecedented levels".

A relief centre has been set up at Tenbury High and Ormiston Academy in Tenbury Wells.
Office manager Christine Shepherd said two people rescued from the homes in Church Street had arrived early this morning with the centre set to remain open for the next 36 hours.
"We're expecting it to get busy from about four o'clock," she said, adding "we've never had to deal with anything like this before."
The centre is set up to feed about 300 people, she said.
"The police, ambulance and fire service are also using it as a command centre, so we're providing refreshments for them as well."

The council said it was working with the emergency services to protect the most vulnerable residents and was evacuating those in the most flood-prone areas to local relief centres, with two set up in Hereford.
Herefordshire Council has also called on people not to travel unless absolutely necessary and certainly not to try to drive through flood waters.
This is the scene in Tenbury Wells, Worcestershire.
Local residents said flooding was at its worst levels since 2007 and the message from the Environment Agency is that it could get even worse tonight.
Teme Street, Market Street, Church Street and Riverside Mews are all severely affected by flooding, while Chantry Close, St Mary's Close and Spring Gardens are also under threat, Worcestershire County Council says.

An air ambulance has landed in a field next to Woodston Oast House.
Emergency services in boats and a police helicopter have been searching for someone swept away in the water.
One person has been found and taken to hospital by road.

Robbie James has sent us these pictures taken in Tenbury Wells and Newnham Bridge where emergency workers can be seen in the flood waters.
He said a police helicopter and air ambulance could be seen in the Lindridge area.

Flood barriers are also up at Frankwell in Shrewsbury.
Frankwell and St Julian's Friars car parks are shut and Shropshire Council is advising drivers to use the Abbey Foregate car park instead.
It's not just the town centre, this taxi was left stranded under Battlefield Bridge.
Enmergency relief centres have been set up in Hereford as well - at Holmer Leisure Centre and at Point 4 Gym on Venns Lane.

The Environment Agency says floods are expected to get worse before they get better.
Dave Throup said the Teme in Tenbury Wells was now not expected to peak until this evening and could "result in higher levels of flooding than those seen this morning".

Tenbury Wells resident Daniel Hughes took this photo from his bedroom window of the rising water.
He told the BBC he was woken up by neighbours at about 04:30 to alert him his car being surrounded by floods and that flood waters had risen "very quickly".

Emergency sand bag stations have been set up in Ironbridge by Telford and Wrekin Council.
They are available at the Wharfage car park, Dale End car park and Station Yard car park.

All trains run by West Midlands Trains between Shrewsbury and Birmingham New Street have been cancelled.
The line between Shrewsbury and Wrexham is also blocked.
This is the current scene in Bewdley, where flood barriers are being raised.
There are three flood warnings on the River Severn with water affecting Riverside North including the road to Lickhill Manor and Acacia Avenue, Bewdley. The access road to Lickhill Caravan Park and the Walkway.
The river is set to peak later this evening.
Severe flood warnings have now been issued for Ludlow and at Little Hereford and Ashford Carbonel, which is between Ludlow and Tenbury Wells.
The Environment Agency said river levels were rising - homes are expected to flood.
Further rainfall is expected over the next 12 hours as a result of Storm Dennis.
There are two flood warnings for Ludlow - one covering the Teme and the other covering the River Corve.
The Environment Agency said roads and properties were already badly affected, with more rain expected over the next six hours
Rivers are still rising at the moment, but expected to peak this afternoon.
Flood defences are now going up in Ironbridge, Shropshire as levels on the River Severn rise.

Flooding is affecting low lying land and roads adjacent to the river from Shrewsbury to Upper Arley.
Other locations that may be affected include Coalbrookdale, Ironbridge and Bridgnorth, said the Environment Agency.
