In July Mr O'Mara said he intended to step down from following Parliament's summer recess.
Speaking at the time he said: "Let everyone be assured I will be tendering my resignation via the official parliamentary procedure as soon as term restarts."
However, a spokesman for the Treasury said Mr O'Mara "remains an MP" having written to the Chancellor to "postpone his appointment to an office of the crown".
The BBC has approached Mr O'Mara for a comment.
For an MP to resign they must accept an appointment by the Chancellor to one of two offices of profit - the Crown Steward and Bailiff of the Chiltern Hundreds and of the Manor of Northstead - in order to be legally disqualified from continuing as an MP.
Plans to protect more than 100,000 properties in Hull have gone on display in the city.
The £42m plans will see upgrades at eight locations along the Humber Estuary, with more than four miles of improvements.

Police are urgently trying to find a man in connection with an alleged incident in which an 88-year-old victim had cash taken from his wallet while he slept in his wheelchair.
Slovakian national Tomas Mizikar, 24, is wanted by police following the incident at a property in Harehills, Leeds, on 27 August.
Mr Mizikar has previously used the name David and has links to the Harehills area and to Slovakia, West Yorkshire Police say.

A spate of broken bones has been blamed for a rise in sick days taken by council staff on the Yorkshire coast.
Figures discussed at a council meeting in Scarborough today showed an increase in the level of sickness absence compared to the same period last year, from almost eight days to just over 11.
Petra Jackson, the authority’s performance manager, told the cabinet members a rash of injuries was to blame.
She said: “We do seem to have a lot of broken bones and long-term sick lately.”
Councillor Liz Colling assured members the broken bones had not occurred on council property.
The widow of a man killed on a "smart motorway" in South Yorkshire with no hard shoulder is suing the road's operators Highways England.
Smart motorways are where the hard shoulder has been removed and a live lane for traffic has replaced it, with cameras and overhead signs helping manage traffic flow.
Jason Mercer, 44, (above left) was killed in a three-vehicle crash on the M1 near Meadowhall on 7 June.
He had been involved in a minor collision but there was no hard shoulder and both he and the other driver were hit by a lorry in the lane when they got out to exchange details.
Both died at the scene.
Mr Mercer's wife, Clare, (above right) said: "I want the whole [smart motorway] system stopping with immediate effect while independent bodies analyse the facts."
Smart motorways are "good for drivers" and there have been fewer crashes since they were introduced, according to Highways England.
A mural has been created to honour Hull's late rock legend Mick Ronson.

David Parnham, 36, from Lincoln also posted letter containing extremist views to a Hull mosque and addresses around the University of Sheffield campus.
He also sent "Punish a Muslim Day" hate mail urging people to attack and kill Muslims, the Old Bailey heard.
Parnham, from Lincoln, must serve his sentence in hospital until he is well enough to be transferred to prison.
He admitted soliciting to murder, making hoaxes involving noxious substances and bombs, sending letters with intent to cause distress, and encouraging offences.
The authorities were alerted to his activities in July 2016 when seven letters were intercepted at Sheffield mail centre and found to contain harmless white powder.
A man's been seriously injured after the car he was driving left the road and burst into flames in North Yorkshire.
North Yorkshire Fire and Rescue Service says no other vehicle was involved in the incident, which happened just before 04:00 near Kirby Misperton.
A fire service spokesman said the man was taken to hospital with chest, arm and internal injuries.
The transport minister will wait for the result of another review before deciding if the project continues.

Mary Graham, 68, from Pontefract, died after the car she was in crashed with a Ford Transit van on the A1(M) in County Durham on 2 August.
Razwan Hussain, from Dewsbury, admitted being over the drink limit, aggravated vehicle taking and driving without insurance at Teesside Crown Court.
He was remanded in custody for a trial at the same court on 28 January.
Appearing at court via videolink from Durham prison, Mr Hussain also pleaded not guilty to two charges of causing serious injury by dangerous driving.
