Glenn Goodman, 37, was shot on the A64 near Tadcaster, on 7 June 1992 after stopping a car to make a routine check.
In previous years, memorial services have been held to mark the anniversary, but due to Covid-19 restrictions police said they needed to do something different, something that even people shielding at home could get involved with.
Special Chief Officer Sharron Moverley-Holmes said: "We will never forget Glenn and despite the current restrictions not allowing us to pay tribute to him in the way we usually would, we are still remembering and honouring the sacrifice he made."
Mr Goodman, who was married and had a young son, had only been with North Yorkshire Police for eight months at the time of the shooting.
His patrol partner, PC Sandy Kelly, was also shot and injured but recovered.
Thousands of people have taken part in a demonstration in Sheffield.
A number of anti-racism demonstrations are being held across the country this weekend in response to the death of George Floyd in police custody in the United States.
Health Secretary Matt Hancock said on Friday he was "appalled" by the death of Mr Floyd, but said people in the UK should not attend large gatherings due to the risks of spreading coronavirus.
Despite this, about 3,500 people gathered at Devonshire Green in the city.
One participant said: "We want ours voices to be heard here in Sheffield and all around the world."
Police have to date made eight arrests in connection with the shooting which happened last weekend.

A teenager's laptop was stolen on Boulevard at about 11:00 on Monday, police say.
Images of two males have been released by Humberside Police in connection with the incident.
Anybody who recognises them, or who saw the robbery, is being asked to get in touch with police.
Plans to ban alcohol and barbecues are being considered as part of a campaign to tackle anti-social behaviour at a beauty spot in North Yorkshire.
CCTV will also be used at Richmond Falls on the River Swale to record activity, particularly by large groups of people.
Richmondshire District Council and North Yorkshire Police, have agreed a long term solution is needed to protect the area.
It follows groups gathering in the area over two recent weekends in warm weather, flouting social distancing rules as the coronavirus pandemic continues.
The council says it's also looking at how it can prevent possible problems over the bank holiday in late August.

Plans to build a four-storey apartment block in Hull’s Marina have been refused over their "terrible" design and residents' concerns.
Hull City Council’s Planning Committee has rejected the plans for a 22-flat block which would have been built in Kingston Street on the site of Maritime House (pictured).
Councillors heard the flat would see neighbouring residents in low-rise houses lose their privacy and sunlight.
The owner of a bowling club operating out of the Grade II-listed Marina Recreation Centre also objected claiming the block would "overshadow" it.
Developers told the committee plans for the block had been redesigned from an earlier application for a 29-flat building in an effort to address residents’ concerns.
A statement from Benson Planning Studio, which worked with the developer and supported the application, said: "The development would complement existing projects in the area and the city.
"It’s a high quality exceptional offer and has received positive feedback from the council’s urban design officers. It is also close to public transport links."
However, councillors voted to refuse the plans by 10 votes to two, with committee chair Alan Gardiner describing the proposed block’s design as “terrible”.
Two boys have been chased and assaulted on a busy public footpath in North Yorkshire.
They were chased onto Bilton railway viaduct, between Harrogate and Ripley, by a group of up to seven boys, say police.
One victim needed hospital treatment after being punched repeatedly by one of the group in an incident which happened between 18:15 and 18:30 on Tuesday.
Another, who tried to intervene to help his friend, was punched in the back of the head by a second suspect.
The attacks took place "on a busy public footpath, in broad daylight, where members of the public were exercising", according to North Yorkshire Police.
The first suspect is described as white, well-built, with brown hair, between 16 and 18 years old and wearing a blue t-shirt and grey shorts.
The second suspect is described as a white male, between 16 to 18 years old, thin and more than 6ft 2ins tall. He's believed to have been wearing a black t-shirt with grey jogging bottoms.
