  2. New lockdown 'inevitable' - Bradford Council leaderpublished at 08:16 Greenwich Mean Time 5 January 2021

A new coronavirus lockdown in England was "inevitable", the leader of Bradford Council has said following the Prime Minister's announcement last night of restrictions lasting until at least mid-February.

    Councillor Suan Hinchcliffe

Labour's Susan Hinchcliffe said: "Infection rates in the south of England have been enormous and if I'd been a council leader down there I would've been calling for a national lockdown very early on indeed.

"I know a national lockdown is the only thing that really works to get infection rates down. None of us want it, but I think it was inevitable," she added.

The lockdown comes after the UK reported a record 58,784 cases on Monday, as well as a further 407 deaths within 28 days of a positive test.

Announcing England's lockdown, Boris Johnson said hospitals were under "more pressure from Covid than at any time since the start of the pandemic".

England's rules, external are due to last until at least mid-February, with PM Boris Johnson warning the coming weeks would be the "hardest yet".

It comes after the UK reported a record 58,784 cases on Monday, as well as a further 407 deaths within 28 days of a positive test.

Announcing the lockdown, Mr Johnson said hospitals were under "more pressure from Covid than at any time since the start of the pandemic".

He ordered people to stay indoors other than for limited exceptions - such as essential medical needs, food shopping, exercise and work that cannot be done at home - and said schools and colleges should move to remote teaching for the majority of students until at least half term.

And he said all care home residents and their carers, everyone aged 70 and over, all frontline health and social care workers, and the clinically extremely vulnerable will be offered one dose of a vaccine by mid-February.

While the rules become law in the early hours of Wednesday, people should follow them now, the PM added.

Members of Woodhead Mountain Rescue Team (pictured in action in October 2020) say they need to raise £40,000 "pretty quickly" for a new vehicle after "some very bad luck" at the end of last year.

After experiencing what the team says was its busiest year ever, one of its operational blue light vehicles has had to be "retired unexpectedly".

A spokesperson for the team says: "Our target of £40k will allow us to buy a nearly new, super-capable, all-terrain, Land Rover Discovery which will be our new primary off-road vehicle for the next 10 years or more.

"We are asking the generous business community and good people who want to support the essential life-saving volunteer work of mountain rescue to come to our aid."

Reducing the levels by 10% will leave some storage space for flood water if needed in the Calder Valley, an area hit by floods in recent years.

Yorkshire Water said it was a difficult decision as it needed to ensure there was enough water stored for the summer.

It hopes the scheme will create extra capacity in case there are sudden downpours leading to flooding.

The scheme comes five years after the Boxing Day floods which brought devastation to shops and homes in Hebden Bridge. The town was also flooded in 2012 and February last year.

Nevil Muncaster, of Yorkshire Water, said: "The geography of the Hebden Bridge catchment means reservoir drawdown can certainly help to ease the flow of water down the Calder Valley."

All Saints Primary is partially closed today as some staff members follow union advice to stay away from school.

Head teacher John Davie says: "Last term there were around 30 members of staff with confirmed cases of Covid-19.

"So, I think that's why a lot of our staff feel very nervous about coming into school again, particularly given the high rate of infection throughout the country."

Mr Davie added: "I think the way forward for schools is school staff need to be prioritised when it comes to vaccinations."

There are also plans to upgrade cycle routes in the area, the authority says.

Launching the consultation in December, Councillor Andy D’Agorne, executive member for transport, said: "Creating a safe and attractive route for people walking or cycling about the area is an important part of enabling more people to choose sustainable travel options.

The walks are to take in countryside as well as towns and cities.

Peter McQuillen Strong, executive head teacher at Holy Catholic Primary and St Philip's Catholic Primary - both of which are due to open tomorrow - says: "We're all confused by what they mean when they say schools are safe and what they mean when they say schools need to shut because there's risk.

"What's the difference? I don't know. And I think that's where we all are. We haven't got a clue at the moment. We're confused."

Prime Minister Boris Johnson has urged parents to send their children to school, saying the risk was "very, very low," despite growing calls from unions for them to close.

It's one of 10 which became stranded on the east coast on Christmas Eve.

The pod was first spotted on a beach between Tunstall and Withernsea, near Hull, at about 08:30 on 24 December

Members of the British Divers Marine Life Rescue (BDMLR) said poor weather conditions and the size of the whales had meant it was impossible to save them.

A spokesperson said the young whales had been "in very poor nutritional condition" and had most likely suffered a "navigation error".

They rarely survive long once stranded, the group said.

East Riding Council says moving the whale, which is close to South Promenade, was logistically challenging.

Rows are continuing over whether pupils should return to classrooms following the Christmas holidays due to the current Covid restrictions.

There is also uncertainty over how many classes could be closed after advice from a teachers' union that it is not safe for staff to be in school.

The BBC has seen correspondence sent to parents indicating some schools in West Yorkshire are following advice from teaching unions over safety concerns.

Meanwhile, three schools in Sheffield - Hillsborough Nursery and Primary, Hallam Primary and Woodseats Primary - have told parents they won't be open to pupils today and will be teaching online, the BBC understands.

That's in spite of Sheffield City Council recommending that all primary and special schools remain open.

And BBC Radio York understands that at least two schools in the city - Copmanthorpe Primary and Huntington Primary Academy - have told parents they won't be fully-re-opening this week.

Mike Kearney, district secretary for the National Education Union in York, says teachers "don't want" schools to close: "We want more remote learning to be done and for vulnerable and key worker children to be taught in school."

Mr Kearney added that remote learning was not something teachers do lightly as it "doubles their workload as they have to be in school during the day and work on an evening to organise children learning from home".

The Department for Education said switching to online teaching should be a "last resort".

At its height, about 70 firefighters tackled the blaze at a building on Annison Street, which started at about 02:45 on Sunday morning.

Up to 30 nearby homes were evacuated for some time, but residents were later allowed back.

Two fire engines remain at the scene this morning with crews continuing to damp down, West Yorkshire Fire Service said.

Chris Hannah, West Yorkshire Fire Service group manager, said the fire had caused the building's roof to collapse.

"The building's quite dangerous so we couldn't get inside to see what the cause was, but our fire investigation will work hard to determine that," he added.
