    Storm Ciara has torn the sails off a windmill in Lincolnshire.

    Heavy rain and gusts up to 97mph caused widespread flooding and travel disruption across the UK on Sunday.

    In Lincolnshire the sails were blown off the top of the windmill in Burgh the Marsh just before midday.

    Malcome Ringsell, who volunteers at the mill, said: "The cap is in pieces, the sails are broken, everything is shattered. We do not know how much of the metalwork is savable, if any.

    "All in all it's an absolute disaster."

    As expected, the Humber Bridge has reopened but restrictions remain to vulnerable and high-sided vehicles.

    Winds of 81mph were recorded earlier today.

    The Humber Bridge is looking set to reopen to cars shortly after it was closed due to high winds.

    Winds reaching 81mph were recorded on the bridge, according to the Humber Bridge Board.

    Strong gusts on Sunday, Monday and Tuesday however are likely to keep the bridge closed to vulnerable and high-sided vehicles.

    The Humber Bridge has been closed to all traffic and pedestrians today because of the high winds.

    Winds of up to 70mph were forecast for the area as part of Storm Ciara.

    This is the second time the Humber Bridge has been closed since its opening in 1981.

    Passengers are being told not to travel on the trains today across Yorkshire because of the adverse weather.

    Storm Ciara has brought high winds and rain to much of the UK, leading to localised flooding and disruption.

    Council tax payers in Lincolnshire will have to pay more for policing after the county's Police and Crime Panel approved a rise this afternoon.

    Part of the council tax, known as the police precept, will increase by 4.1%, adding £10 a year to a typical band D property - the maximum allowed by the government.

    Lincolnshire's Police and Crime Commissioner Marc Jones says the increase is necessary to protect levels of service.

    BBC Radio Lincolnshire understands a hospital at the centre of a coronavirus scare has been given the all-clear this afternoon.

    It's after speculation on local news sites and social media that Skegness hospital was treating a patient with the condition.

    Officials have refused to comment at this stage, but the site has now reopened after part of it was closed earlier today.

    A man from Branston near Lincoln accused of murdering his mother and her partner, admitted today he went on a "tour of last pleasures" after carrying out the killings.

    Andrei-Mihai Simion Munteanu told a jury at Lincoln Crown Court that he drove to Stonehenge, Tintagel Castle in Cornwall, Cardiff then Edinburgh in July, 2019.

    The 22-year-old has admitted strangling his mother, Dr Leela Monti, before beating her partner, Robert Tully, to death with a hammer.

    Mr Simion Munteanu denies murder on the grounds of diminished responsibility.

    A man has been charged with assaulting another man in Spalding, whose identity remains unknown.

    A 43-year-old man from Spalding has been charged with GBH with intent and is due to appear in court later, according to Lincolnshire Police.

    It follows the discovery of a man with a serious head injury on Cedar Court on Wednesday morning.

    Officers are still trying to identify him.

    A 23-year-old man who was arrested in connection with the incident has been released under investigation, police say.

    Meanwhile a 40-year-old woman has been released on bail.

    Members of animal rights group Peta say they'll send a hamper of vegan chicken to South Kesteven councillors to thank them for turning down plans for a 270,000-bird poultry farm.

    On Wednesday, councillors rejected the plans for the poultry farm at Great Ponton near Grantham, against officers' advice and risking high costs if the applicants go to appeal.

    Previously, the agents for the applicant said they felt the authority would be “unreasonable” to deny the plans.

    They indicated they would be claiming costs at any appeal of the decision overseen by the Secretary of State.

    Self-service council kiosks could replace face-to-face customer services in Stamford and Market Deeping, it's been revealed.

    South Kesteven District Council is proposing to close its office on Maiden Lane in Stamford, which handles about 700 transactions a month.

    The office in Market Deeping Community Centre, which deals with about 190 visits a month, could also be shut.

    The council says more people are going online to access services.

    But Liberal Democrat councillor Harrish Bisnauthsing has warned that many people would miss face-to-face interaction, especially older people.

    The consultation will run until 20 February.

    Former Lincoln City captain Dean Walling says the government needs to do more to combat racism in football.

    Walling was a professional footballer for more than 20 years at clubs including Leeds United, Carlisle United, and Lincoln City, who he captained to promotion in 1998.
