Trains taken out of service after cracks were found are to be reintroduced following "rigorous safety checks", the Rail Delivery Group says.
Some of the Hitachi Class 800 trains have cracks on the lifting plate, but as this is used for maintenance and not passenger journeys, regulators have agreed they are safe to return.
There has been disruption for passengers since Saturday
The rail minister warned travellers to expect disruption for "some time".
The Rail Delivery Group said Great Western Railway and London North Eastern Railway (LNER) will ramp up services.
Travellers are being advised to continue to check with their operator before they travel.

The chief medical officers for England, Scotland, Northern Ireland and Wales said the decision to downgrade was thanks to the efforts of the UK public in bringing Covid rates down.
Cases, hospitalisations and deaths have all decreased.
Although the virus is still in general circulation, transmission is no longer high or rising exponentially.
And vaccines are having the desired protective effect.
A statement from the chief medical officers for England, Scotland, Northern Ireland and Wales as well as NHS England national medical director Stephen Powys said: "Thanks to the efforts of the UK public in social distancing, and the impact we are starting to see from the vaccination programme, case numbers, deaths and Covid hospital pressures have fallen consistently.
"However Covid is still circulating, with people catching and spreading the virus every day so we all need to continue to be vigilant. This remains a major pandemic globally.
"It is very important that we all continue to follow the guidance closely and everyone gets both doses of the vaccine when they are offered it."
Widespread showers will develop throughout the day, becoming less frequent towards dusk.

This evening showers will ease to leave a dry night with clear spells. Winds will also lessen, becoming gentle.

Conservative Marc Jones has been re-elected as Lincolnshire Police and Crime Commissioner with big increase in his majority.
Mr Jones, a former Lincoln councillor, won from the first round of counting with 102,813 votes from a 31% turnout.
The Conservative vote increased by just under 25% from Mr Jones' election in 2016.
He was more than 60,000 votes ahead of second placed Rosanne Kirk of Labour, who polled 34,310 votes.
The PCC, who will be in position for three years, oversees the strategy and finances of the force, and also hires and fires chief constables.

Counting has started at the Bridlington Spa for the Humberside Police and Crime Commissioner election, with the result expected later this afternoon.
Turnout is 22.92% overall, ranging from 21.3% in East Riding of Yorkshire to 25.15% in North East Lincolnshire.
The election was originally meant to take place in May 2020 but was postponed due to the pandemic.
