  2. Covid-19: Woman loses four family members to viruspublished at 09:00 Greenwich Mean Time 4 February 2021

A healthcare worker who has lost four family members to Covid-19 has described the "devastating" impact the virus has had on her life and urged people to follow the rules.

    Wayne and Sarah Ayers

Sarah Ayers, from Cleethorpes, lost her aunt and father to coronavirus in 2020 and, last month, her two uncles died after testing positive for the disease.

She said: "I feel like Covid is a little sniper waiting behind the bushes, waiting for my family to come outside.

"I live in fear of what's going to happen next, who it's going to take away from me, it's just devastating.

"I understand that people desire to be with their friends and family, I would give anything to be with mine right now, but I can't take that risk, I can't put them at risk because I can't lose anybody else."

The items were found during a clampdown on householders using their recycling bins to dispose of the wrong things.

North East Lincolnshire Council said other items regularly found in recycling bins were food waste, bubble wrap, nappies and wipes.

As part of the effort to highlight the problem, red tags were placed on bins incorrectly filled.

Stewart Swinburn, the council's portfolio holder for Environment and Transport, said: “Putting the wrong thing in the wrong bin can contaminate the whole load.

"If people put the wrong things in their recycling bins, we will not empty them until they put it right."

The event, which attracts some of cycling's top riders, had been due to take place on 8 May, but has been put on hold - as was last year's event.

Race organiser Dan Ellmore says once lockdown restrictions are hopefully lifted, British Cycling - the sport's governing organisation - will run some test events.

However, he warns: "That all takes time".

"What seems to be happening at the moment is that any earlier events which have been cancelled are starting to stack up for late August and into September.

"We'll have to fit back into an adjusted calendar," he says.

The authority has been in partnership with Breckland District Council since 2010, even sharing some leadership until last year when Anna Graves stepped down.

However, they are both now going their own way with council leader Lord Gary Porter said: “Over the past decade, Breckland and South Holland District councils have successfully developed and operated a shared management and joint working arrangement – focused on putting local residents, communities and places first.

“But the local government landscape has changed considerably over the past year or so, and both councils have recognised the need to review their partnership and explore the case for changing the way our councils work together.”

Lincolnshrie County Council said the money will be spent on work such as repairing banks, reconstructing culverts and replacing drainage pipes at 34 locations, including Kirton, Binbrook, Cherry Willingham and Woodhall Spa.

Councillor Colin Davie, executive member for environment, said: "We've had a pretty challenging few years with unprecedented amounts of rain, causing significant flooding issues for many residents, so as well as addressing drainage issues we will be working hard to understand why certain places have flooded and what action may be necessary in the future."

He said the work planned comes on top of £500,000 of investment at sites including Gosberton, Wickenby and the maintenance of the River Steeping catchment.

Lincolnshire County Council says it's dipping into its cash reserves to help businesses through the coronavirus pandemic - with £12m set to be up for grabs

The Federation of Small Businesses in Lincolnshire says up to 20% of the 43,000 local companies haven't been eligible for any of the current coronavirus support schemes.

Freelancers, firms operating from home, and those less than a year old are on the list of those which have have missed out.

These grants are intended to plug the gaps and there will also be money for companies to invest in digital technology.

Applications open on the 23rd of this month.

Meanwhile, the council has also revealed its budget plans which include more spending for roads, day-to-day services and flooding.

It's allocated over half-a-billion pounds for things like adult care and children's services, £200m for building projects, £10m for road repairs and an extra £200,000 for flood response.

But it means council tax rates will be going up by just short of 2% to pay for it.

  17. Employers could be asked to carry out Covid-19 testingpublished at 14:11 Greenwich Mean Time 2 February 2021

    Local Democracy Reporting Service

Large employers in Lincolnshire could be asked to carry out asymptomatic rapid Covid testing as part of a planned package of government and council support.

    Testing Station

The Local Democracy Reporting Service says Lincolnshire County Council is hoping the government will approve a new protocol which will allow partner organisations to set up their own lateral flow rapid testing sites.

Nearly 9,500 tests have been carried at the existing four locations in Lincolnshire - two in Lincoln and two in Boston - with more than 120 asymptomatic positive people being found and asked to isolate, a positivity rate of 1.3%.

Andy Fox, consultant in public health at Lincolnshire County Council, said the team were in discussions with central government, who were leading on expansion of the testing regime.

Under the plans, large employers would work directly with the Department for Health and Social Care to get tests, while smaller employers would receive packages of support from the county council.

Mr Fox said his colleagues were still waiting for further clarification on how it might work.

But he said the latest testing figures showed “pretty small levels”.

“The main protection against Covid transmission is people who are symptomatic going to get a test and self-isolating, but it does show there’s a small amount of cases of people who don’t have any symptoms.”

  18. Council approves council tax increasepublished at 13:02 Greenwich Mean Time 2 February 2021

The Local Democracy Reporting Service says the cabinet meeting on Monday agreed on recommendations for council tax to increase by 1.99% alongside a 3% rise for adult social care.

This means a band D property will be charged around an extra 61p per week more - an increase of £31.53 a year.

North Lincolnshire’s spending power will increase by £6.8m in 2021/22 – £1.5m from a government grant and £5.3m from council tax increases with the added 3% adult social care precept added.

Becky McIntyre, director of governance and partnerships at the council, said: “The overall cost of delivering services is anticipated to be achieved within the total budget allocated.”

Council leader Rob Waltham said: “We’ve worked incredibly hard right across all of the council with the teams working tirelessly to protect the most vulnerable and balance a budget. We’re in a case where many councils certainly would envy us.”

The proposals will go to Full Council later this month to be confirmed.
