Speaking from Paris where he is attending a world leaders' climate summit, the mayor told BBC Radio London the prime minister was right not to have apologised for describing opponents of air strikes as "terrorist sympathisers".
He said: "If you use language about British foreign policy causing people to lay down their lives you are using the language of terrorists - you are playing the terrorists' game."
It is "unpardonable" to seek to explain or justify terrorist acts in this way, he continued.
He also stressed the need for Londoners to confront and report any incidents of Islamophobia they might witness, following the Met's indication that this type of crime is rising in the capital.
