    A £20m fund and a new review board has been unveiled in a bid to improve Southern rail services and "get to grips" with problems on its network.

    The government action comes after months of disruption, strikes and a reduced service on rail routes in south London, Surrey, Sussex and Kent.

    RMT union members are due to stage a 48-hour strike on 7 and 8 September.

    The union is fighting moves to turn conductors on Southern into "on-board supervisors".

    The company began imposing the changes earlier in August.

    The boy who died has been named locally as aspiring young actor Makayah McDermot, aged 10. His aunt also died in the crash in Penge yesterday afternoon.

    Sam Brown, managing director of Brown and Mills the acting agency that Makayah McDermott was signed up to, said: "We are all in shock. He was a bright star with a bright future.

    "He was a very talented young boy and we were delighted to sign him. His twin sisters have been in the business a while."

    One witness said the car was being chased by two police vehicles when the driver "lost control and ploughed into a family".

    A man who was killed when he leaned out of a train window and hit his head on a gantry was standing next to a warning notice, a report has said.

    Simon Brown, from West Sussex, died on the Gatwick Express on 7 August.

    The Rail Accident Investigation Branch (RAIB) said it would investigate the clearance between the train and the signal gantry and measures to control risks from leaning out of windows.

    It said a notice read: "Do not lean out of window when train is moving."

    A preliminary report said the train from Gatwick Airport to London Victoria was travelling at about 60mph.

    It said Mr Brown, 24, originally from East Grinstead, sustained fatal injuries near Balham in London.

    British Airways will resume direct flights from London to Tehran later, after suspending them four years ago.

    It will be the first direct flight by a UK carrier to Iran since 2012, when the route became commercially unviable because relations had broken down.

    It follows the lifting of some sanctions against Iran in January and the re-opening of the British embassy in the Iranian capital in 2015.

    BA said it will run flights six days a week from London Heathrow.

    The Boeing 777 will depart just after 21:00 tonight.

    All victims of crime in England and Wales should have a legal right to have contact with offenders, MPs have said.

    The Justice Committee said the provision of restorative justice schemes was currently a "postcode lottery".

    Paul Kohler, who was beaten in his Wimbledon home in 2014, said it was "empowering" to meet his attacker, but the process was not right for everyone.

    The Ministry of Justice said it would consider the report carefully.

    The number of rough sleepers with mental health problems has tripled in recent years, and a ground-breaking project in east London now aims to identify and support rough sleepers with such issues.

    The BBC's social affairs correspondent, Michael Buchanan, spent three months following Thames Reach staff as they try to help those homeless people who struggle with a range of psychological issues.

    A man remains in custody after a woman and a boy were killed when a car being chased by police mounted a pavement in south-east London.

    Three girls are in hospital with multiple injuries after the crash in Penge yesterday afternoon.

    A witness said the car was being chased by two police vehicles when the driver "lost control and ploughed into a family".

    The Metropolitan Police arrested a 23-year-old man at the scene.

    The Piccadilly line has minor delays due to a late finish to engineering work. There are also severe delays on the Overground between Richmond and Stratford following a faulty train at Gospel Oak. 

    There continue to be no Southeastern services to Cannon Street station for the last day of the planned engineering work, with trains diverted to Victoria and Blackfriars.

    Buses have replaced trains at Deptford, Greenwich, Maze Hill and Westcombe Park stations. Services are due to resume tomorrow.
