Statistics for up to 7 February, external show that 78% of those in that age group in the capital have had a dose, while every other region in the country has given more than 90% of those aged 80 and over a vaccine.
Nevertheless, London has the second highest percentage of people aged 70 to 74 to have had a dose, with the North West only vaccinating more in that age group.
The NHS said a total of 1,290,874 Londoners have been given a first dose as of Wednesday. A target has been set to vaccinate 1.5 million people in London by 15 February.
London NHS regional director, Sir David Sloman, said: "Thanks to the fantastic efforts of hard-working NHS staff and volunteers the largest vaccination programme in the health service’s history has now jabbed four in five Londoners aged 70 and over.
"The vaccine is safe, simple, and will offer you and those around you crucial protection against this virus so if you are aged 70 or over it is not too late to come forward."
