The Labour group on Derby City Council has "called in" a decision to refurbish the Assembly Rooms.
This means the decision will be discussed in a meeting next week, meaning the project should be paused until then.
Labour had originally planned to knock down and rebuild the venue because of damage caused in a fire in 2014, but since losing control of the council in last year's election an alternative plan to refurbish the venue has been put forward.

The owner of a restaurant caught in a fire at a Leicester shopping centre said she's just glad everyone got out unhurt.
Nisha Popat, owner of Mirch Masala Restaurant in the Belgrave Commercial Centre, told the BBC: "It's really really sad that the restaurant has gone through what it has."
She said there were four or five customers and four staff in at the time and they all got out.
The fire is now under control after starting at 22:00 last night.
Ed Rodgers, of Leicestershire Fire and Rescue, said the fire was hot enough to melt the building's steel girders.
In some areas the roof collapsed, making it difficult to put out the flames as the roof was blocking their water.

Not sure what to do with your Christmas tree this year, maybe you could donate it as food for some goats?
I'm not kidding!
Goats at the Castlefield Kennels in West Hallam, Ilkeston are this week recycling trees naturally and slowly eating away at the 100 that have so far been donated.
Andy Williams from the kennels said they appealed for some trees last week and were surprised to be sent so many.
"Contrary to belief goats prefer eating leaves and the bottom edges of trees and obviously there isn't many about at this time of year," he said.
The needles on Christmas trees have health benefits for goats too as it helps their digestive system.
The trees already donated will keep the six goats at the kennels going for some time as they are currently only nibbling away at one tree a day.
