    Dave Ricketts, a worker at one of Oxfordshire's early intervention hubs has spoken at the budget meeting, urging councillors to vote against the cuts to the county's children's services.

    "Send a message to the government that enough is enough," he told the meeting.

    He is one of the Unite members on strike today in protest at the council's plans to cut funding.

    Campaigners have been holding protests about plans to cut Oxfordshire children's services.

    The council had proposed closing all 44 centres and replacing them with eight new facilities in a bid to save £8m.

    Following a consultation, last week the authority said it would keep some "universal" services and fund child care at 11 of the centres until 2017.

    Campaigners are now speaking at the Oxfordshire County Council budget meeting.

    Donna Crook, who is campaigning to save a bus service in Henley, says she's collected a petition with more than 2,000 signatures.

    The prime minister's aunt has criticised Oxfordshire County Council's plan to cut £69m from its budget.

    Speaking at a protest ahead of the full council meeting to vote on the authority's budget, Clare Currie said the services set to be cut are "really vital for people's well being".

    Queues are shortening on the M40 southbound following the earlier three-vehicle crash between J5 Stokenchurch and J4 High Wycombe.

    All three lanes have now reopened with drivers experiencing delays of about 25 minutes and queues of four miles.

    Two poems by author JRR Tolkien have been discovered in a 1936 copy of a school annual.

    The Shadow Man, and a Christmas poem called Noel, were found at Our Lady's School, Abingdon.

    It is thought Tolkien got to know the school while he was a professor of Anglo-Saxon at Oxford University.

    • In January, the council's cabinet approved plans plans to cut £69m from the budget in addition to £292m already slashed between 2010 and 2020
    • Cuts are planned to homelessness support, day centres for elderly people, children's services, support for carers, mobile libraries, bus subsidies, road gritting and HIV prevention services
    • There will also be new cuts to training budgets and the library service, and the council wants to increase council tax by 3.99%, potentially costing people up to £50 more a year

    Today's vote on the council's budget plans is on a knife edge. 

    The Conservatives don't have an overall majority - they were in an alliance with three independent councillors to allow them to get things through council. Yesterday - one of the independent councillors, Lynda Atkins, pulled out of the alliance.

    So if two more of those independent councillors to decide to vote against the budget, or if some Tories vote against it, or even if a couple of Conservative councillors abstain or don't turn up, that could scupper the chances of the Conservatives passing these very controversial cuts.

    David Cameron's aunt Clare Currie has arrived at a protest ahead of a meeting of Oxfordshire County Council to approve its budget, which includes plans to save £69m over the next four years.

    Ms Currie spoke at a protest against the cuts held in Oxford city centre on Saturday, describing them as a "big mistake".  

    The prime minister's mother, Mary Cameron, also reportedly signed a petition against the cuts.

    Impressionist Rory Bremner is opening Oxfordshire's first private clinic treating adults with Attention Deficit Hyperactivity Disorder (ADHD) later.

    The 54-year-old entertainer told BBC Radio Oxford's Howard Bentham he recognised some of the symptoms in himself when he was a child.

  16. Travel latest: Seven-mile queues on M40published at 08:59 Greenwich Mean Time 16 February 2016

    There are queues of seven miles building up on the M40 following an earlier three-vehicle crash.

    Only one lane is open at the scene of the crash, between J5 Stokenchurch and J4 High Wycombe. Drivers are experiencing delays of almost three hours.

    If it's passed, children's centres, day care centres, bus subsidies and services for homeless people all face major cuts. Council tax is set to rise by 4%.

    This final vote is on a knife edge - there have been campaigns, petitions and protests so it's felt like a long road.

    • There are delays of up to an hour on the M40 southbound because of a three-vehicle crash between J5 A40 (Stokenchurch) and J4 A404 / A4010 (High Wycombe Handy Cross Roundabout)
    • Water main repairs are causing hold-ups on the A415 in Kingston Bagpuize - temporary traffic lights are in operation.
