  1. County council sets out demands over local government shake-uppublished at 08:26

    Oxfordshire County Council has set out a series of demands to be met before it takes part in a study into a complete shake-up of local government.

    Seven district councils, including two outside of Oxfordshire, want to abolish the county council and replace it with four unitary authorities, which run all services.

    Meanwhile, leaders of all four parties on the county council have called for a "one Oxfordshire" approach - and want one authority for the whole of the county.

    After it emerged Price Waterhouse Coopers (PwC) will conduct an independent review into the future of local government, the county council says it will only join the study if all options are treated equally.

    MPs will hold a debate in the House of Commons over their "continuing concerns" into the running of the Southern Health NHS Foundation Trust.

    The debate, which is likely to take place at the end of the month, comes after under-fire chief executive Katrina Percy faced MPs at a private meeting of the Hampshire All-Party Parliamentary Group.

    It all follows the death in 2013 of Connor Sparrowhawk, who drowned in a bath after suffering an epileptic fit in a Southern Health-run mental health unit in Oxford.

    A subsequent report commissioned by NHS England showed of 722 unexpected deaths at Southern Health over four years, 272 had been investigated.
