Police were first called to America Street in Tunstall at about 16:55 yesterday, but were unable to locate anyone matching the description.
Officers were then sent to Sandy Road in Sandyford at 18:00 following reports of a disturbance.
Firearms officers carried out a search of the area but again were unable to locate the man or the weapon, said Staffordshire Police.
