A Stafford charity, which was banned from handing out tents to homeless people, says an increase in rough sleepers in the town is partly caused by council cuts, rather than anything it's done.
Staffordshire Police ordered the House of Bread not to give out tents after claims it was creating a "tent community".
The organisation says it has so far given out about a dozen tents to people claiming they have nowhere to live but will now stop.
In a statement, House of Bread claims an increase in homelessness is down to the withdrawal of the Rough Sleeper Programme.
The BBC has approached both Stafford Borough Council and Staffordshire County Council for a response.

Staffordshire University claims overhauling its structure will benefit the local area by providing "a highly skilled, relevant workforce".
The changes mean 81 senior, non-teaching jobs are at risk although the university's Vice-Chancellor says new roles will be created.
The restructuring will see subjects grouped within the university in six "schools" such as a School of Digital Technologies and a School of Law, Policing and Forensics.
Because of this the university claims students will get "high level skills" for employers in the region.
Quote MessageA good example is that we have really strong partnerships with Staffordshire Police and our forensics education and we also work with the police and law enforcement from our law school so we're bringing law, policing and forensics together."
