Planning permission has been granted for the £300m regeneration of the derelict Preston Barracks and the University of Brighton's Moulsecoomb campus.
Hundreds of new homes and more than 1,500 jobs will be created over the next 10 years.
It has been described as one of the largest and most ambitious regeneration projects to have been brought forward in Brighton for a number of years.

The proposals for the site in Lewes Road include 369 new homes, incorporating affordable housing, and 1,338 purpose built student bedrooms in managed halls of residence.
There will also be a new home for the university’s Business School.

The latest information released by Highways England is that the M23 is about 15 minutes away from reopening after a fatal crash in the early hours.
Highways England says it was initially told that disruption could last until lunchtime.
Surrey Police were called to J8 of the M23 southbound at around midnight following reports of a serious two vehicle collision.
Head teachers are usually known for getting people to stay in line, but Jules White has become a relentless rebel over school funding.
The Horsham head teacher has co-ordinated a letter warning of school cash shortages, which will reach 2.5 million homes on Thursday.
This direct line to parents' kitchen tables has put MPs under pressure.
And Mr White, along with 4,000 other heads sending the letter, won't stop until they get £1bn extra funding.
The head teacher of Tanbridge House school, in West Sussex, has formed a formidable lobbying operation over what he says is an unresolved crisis in school funding in England.
"It causes enormous anxiety and stress, trying to see how your school can run to the standards everyone expects," says Mr White.
"The system is under massive duress."
He distils this into two basic issues: "Not enough money, not enough teachers."

Highways England says "normal traffic conditions" are not expected until between 12:30 BST and 12:45 BST.
People heading to Gatwick Airport are being warned to allow extra time this morning.
