West Sussex County Council has announced its preference for the A27 Arundel bypass is an option which would pass through Binsted Woods, on the edge of the South Downs National Park.
The council says it supports option, known as 5A, with the proviso that a package of environmental mitigation measures is introduced.
Protesters say the woods could be cut in half if a four-mile bypass around Arundel is approved.
A Highways England consultation ended yesterday.
A preferred route is expected to be announced this winter by the Secretary of State.

The new steps at Birling Gap in East Sussex will have a "safer anchorage" as close to the cliff edge as possible, Wealden District Council said.
During the winter storms of 2013/14, seven years of erosion was said to have taken place in just three months.
"Up to four metres of cliff were lost in one day," Wealden Councillor Claire Dowling said.
More than 350,000 people visit the cliffs at Birling Gap each year but while the work is taking place, people will not be able to go down to the beach.
Depending on the weather, the council hopes it will be finished by the end of November, "before the coming winter storms".

Now that Henry Bolton, UKIP’s new leader, has revealed he’ll stand in a seat at the next general election the question is which one?
He says he doesn’t want to be “imposed” on a local party and in the process casually throwing shade at Paul Nuttall and his unsuccessful attempts in Stoke-on-Trent and Boston and Skegness.
UKIP’s new leader lives in Folkestone which is Conservative Damian Collins’ seat and he has a majority of over 15,000 so that is a big up-hill battle.
Then there is Nigel Farage’s old stomping ground in South Thanet which he also failed to win despite getting over 16,000 votes in the 2015 general election. He lost out to Conservative Craig Mackinlay by around 2,000 votes. Following in the footsteps of Mr Farage to fight Mr Mackinlay for the seat in 2017 was UKIP’s Rev Stuart Piper and he only got just under 3,000 votes.
It goes to show there isn’t a rich seam of seats Mr Bolton can pick from. It will take a lot of work and activists giving up their spare time to shove leaflets through doors in order to build up the base again.
Mr Bolton will be looking closely for a seat with potential. He’ll want to avoid being added to the list of UKIP leaders who failed to get a parliamentary seat.

The 18-month-old girl was attacked in the Jenkins Dale area of Chatham on 4 April.
Michael Thornton, 26, and Hayley Eldridge, 28, both pleaded not guilty to being the owner of the dog which was dangerously out of control in a public place.
Maidstone Crown Court heard Thornton, of Ryde Close, Chatham, and Eldridge, of Hawthorn House, Gorse Avenue, Chatham, would stand trial on 13 August 2018.

Yesterday we commemorated 30 years since the Great Storm of 1987 caused devastation across the South East.
Elaine Stripp, from Eastbourne, has been reported missing.
The 39-year-old was staying in the town but she left recently to attend a support centre near Maidstone in Kent.
On 10 October she left there saying she was going back to Eastbourne but has not been seen since.
She has links to Hawkhurst in Kent and Croydon.
