    A gardener from New Romney is celebrating after winning the £3m top prize on a lottery scratch card.

    James Evans bought the winning card from his local Spar shop last week. He and his girlfriend are now planning to start their own business in Cornwall.

    Police are looking for the driver of a 4x4 involved in a hit and run.

    A Fiesta was written off and its driver injured in the collision in Burmarsh Road at 04:15 BST on 2 July.

    The vehicle which drove off was gold or bronze-coloured, and either a Land Rover or Range Rover.

    Officers say its front end would have been badly damaged.

    The body of a woman found near a Surrey church is believed to be that of 28-year-old Emma Winterton.

    Ms Winterton is thought to have died some days before her body was found close to St Michael's Church in Camberley on 25 June, Surrey Police said.

    A post motem examination was unable to prove the cause of her death, but police said they had no information to suggest anyone else was involved.

    The matter has now been referred to the coroner, and an inquest will be held in due course, police said.

    Sam Laming, from Headcorn, has become the first person to perform a close proximity wingsuit flight over Mount Snowdon.

    A barn fire has been put out near Maidstone, Kent Fire and Rescue Service has said.

    The fire happened in Pye Corner, Ulcombe.

    Five fire engines and a bulk water carrier attended.

    Crews used two main jets, a hose reel jet and water from a hydrant to extinguish the blaze.

    Foam and a covering jet was used to protect nearby buildings. There were no reported injuries and the cause is not yet known.

    Rail firms have taken out a half-page newspaper advert to offer a "sincere apology" for their "ongoing problems" since the introduction of new timetables.

    South-east England train operators Thameslink and Great Northern, in partnership with Government-owned Network Rail, wrote that the service "has not been good enough" after the rescheduling of all trains on 20 May.

    In the ad in Metro newspaper, the organisations acknowledged that "we failed to launch new services as planned", which has resulted in "significant delays, cancellations and disruption".

    A third new train timetable in two months - which will be introduced on 15 July - will be "more dependable", it claimed.

  13. Children 'at risk' over council data protection trainingpublished at 07:34 British Summer Time 3 July 2018

    Vulnerable people including looked-after children could be put at risk by councillors not completing essential training on data protection, a Kent county councillor has said.

    The training, which has been running over six weeks, includes mandatory tests on information governance, data protection and the recently implemented General Data Protection Regulation (GDPR).

    Councillor Rob Bird (Lib Dem) has condemned more than 20 councillors who have not completed one of the 20 sessions run by council officers over six weeks.

    The compulsory tests are also available online.

    At the policy and resources cabinet committee, Mr Bird said: "I'm aware of one or two who have not been able to do it for reasons because of ill health in my group but there are still a significant number that haven't done the training.

    "As they haven't done the training, they are not only putting themselves at risk but they are putting this council at risk and critically the residents of Kent at risk.

    "This is not acceptable."

    General counsel of KCC Ben Watts told councillors the training was extremely important as they have access to a lot of sensitive data.

    A car has got stuck on railway tracks at Stone level crossing, near Teynham, after leaving the road overnight, British Transport Police said.

    No-one was injured and the driver has been arrested for various offences, the BTP tweeted.

    There was an urgency to get this meeting over and done with.

    At one point a councillor paused what she was saying to ask the chair and Conservative leader of the council Bob Bayford if she was boring him as he began talking to the person next to him.

    Conservative councillor Bambridge was pointing out 1,000 homes around her area in Westgate were not wanted.

    There was also a lot of confusion over a particular policy known as EC4 - which in the current local plan protects the airport for aviation use only - meaning developers or the council can’t try and build homes or businesses on it.

    Speaking to the BBC afterwards, council leader Bob Bayford clarified that in the new plan that policy wouldn’t be there.

    It means if the Government doesn’t grant a Development Consent Order, which would give the green light to bring the airport back into use, the likelihood of Manston Airport ever really happening would reduce greatly.

    How long does the airport site have this protection? The time it takes for a new local plan to be adopted around 18 months to two years.

    The concerns raised by councillors weren’t fully addressed in this meeting. Those are likely to get a full airing in a few weeks' time where the real battle will take place.

    Support services for victims of crime are going to be brought "in-house" by Surrey Police.

    The programmes are currently offered as part of a partnership with Sussex and, up until this year, Thames Valley Police forces.

    But TVP pulled out in March, leaving it too expensive for Surrey to continue funding with Sussex.

    As of April 2019, Surrey Police and Crime Commissioner will launch an internal Victim Care Unit (VCU).

    The service is currently offered by independent charity Victim Support, who have raised concerns with the police about the move to bring the scheme in-house.

    A teenager has suffered a broken eye socket and a fractured cheekbone after being attacked and robbed in Hove.

    The 16-year-old boy was one of a group of five attacked by two men at the junctions of Sackville Road, Hove Street, Church Road and New Church Road.

    The injured boy was punched and the attackers stole cash from one of the other boys.
