The city council has put aside £2.4m for the work at the port's Stonehill Wall and Hendon Foreshore Barrier.
It's estimated 27,000 tonnes of rock amour will be ordered for the work.
The proposal will go before cabinet for approval next week, and deliveries of the rocks, which will weigh between three and six tonnes, could start this winter ready for work to start next spring.
The two men, aged 18 and 20, are arrested on suspicion of murder and remain in custody, police say.
