    Remember the maiden Commons speech of Mhairi Black, the 20-year-old MP for Paisley and Renfrewshire South? It received widespread praise and, the SNP is now pointing out, has been viewed more than 10.5 million times online.

    According to the SNP, the speech was seen by nearly 5.5 million people through the Channel 4 News Facebook page, more than three million people through Buzzfeed UK and nearly 650,000 through the SNP Facebook page.

    Security minister John Hayes has attacked his Conservative colleague David Davis, who, with Labour's Tom Watson, has won a High Court battle with the government to get data retention laws struck down.

    The government is appealing the decision but the minister is clearly angry with Mr Davis, accusing him of "giving succour to the paranoid liberal bourgeoisie".

    Ballot box

    More council by-election results now. A swing of more than 19% saw the Conservatives beat UKIP to a seat on Norfolk County Council (Gorleston St Andrews). This followed the disqualification of independent councillor Matthew Smith, originally elected for UKIP, over electoral fraud. 

    However, UKIP beat off a Tory challenge to hold a seat at Tendring (Rush Green) in a by-election prompted by the resignation of a councillor. Conservatives held a seat on Denbighshire County Council (Prestatyn East) after James Davies, newly-elected Vale of Clwyd MP, stepped down as councillor. 

    Labour held a Norfolk County Council seat at Mile Cross, and the Tories held a seat at Cumbria County Council (Greystoke and Hesket).

    The Cabinet Office says the new Freedom of Information commission will "consider whether there is an appropriate public interest balance between transparency, accountability and the need for sensitive information to have robust protection, and whether the operation of the Act adequately recognises the need for a 'safe space' for policy development and implementation and frank advice. 

    The Commission may also consider the balance between "the need to maintain public access to information, and the burden of the Act on public authorities, and whether change is needed to moderate that while maintaining public access to information".

    As well as former Home Secretary Jack Straw - who helped write the original laws - will be former Conservative Leader Lord (Michael) Howard, the former Independent Reviewer of Terrorism legislation Lord Carlile of Berriew and OFCOM Chair Dame Patricia Hodgson.

    The Commission will report by the end of November.

    The Government has established a new cross-party Commission today which will review the 2000 Act to be chaired by Lord Burns.

    The Liberal Democrats have had wins in two council by-elections in the latest town hall polls since the party's heavy losses at the general election. The news will be a boost for newly-elected leader Tim Farron's efforts to mount a fightback.

    The party took a seat from the Conservatives at Rother District Council (Battle Town ward) and one from Labour at Wrexham (Llay), while holding a seat at Kingston upon Thames (Grove) with an increased vote.

    Singer/songwriter Cerys Matthews, who hosts a weekly music show on BBC Radio 6 Music, is to appear before the House of Lords's Communications Committee on Tuesday. Ms Matthews will appear alongside Sir Peter Bazalgette, chair of Arts Council England. 

    The Committee is expected to question them on issues such as the role the BBC plays in the arts and culture of the UK, and the effect any financial cuts would have, both on the BBC and on the cultural life of the UK.

    The chief executive of Britain's Financial Conduct Authority, Martin Wheatley, is to stand down on 12 September, the watchdog announces. 

    In a Treasury statement, Chancellor George Osborne says Mr Wheatley has done a "brilliant job" in launching the FCA but that different leadership is now required. Tracey McDermott will take on the role of acting chief executive, Mr Osborne says.

  20. Social care cap delay 'huge concern'published at 12:14

    The BBC's social affairs correspondent Alison Holt says the four year delay in a new cap on care costs has been announced despite a commitment in the Conservative manifesto to introduce a cap on residential care by April 2016. 

    The Local Government Association had asked for a delay, because of the pressure the existing care system, which provides support for many elderly and vulnerable people, is under. But it still wanted the £590m that would have been spent on implementing the cap to be paid to local authorities to help stabilise the existing system. 

    The delay will cause huge concern among many in the sector who say it would have provided important help for families facing the greatest costs, our correspondent says.
