    Lord Strathclyde, who is heading a review into the powers of the Lords vis-a -vis the Commons, tells the BBC that the Lords had the "power but not the authority" to defeat the government over tax credits, The Lords acted "gleefully and capriciously", he says, going as far to say their actions were "deplorable". He says the conventions exist to enable the Upper House to register a protest at government policies but then to back down and this convention was breached.

    BBC deputy political editor James Landale says some in government think Chancellor George Osborne has got the time wrong on the tax credits cuts as they are front loaded at the beginning of the Parliament but the compensatory elements come in too far down the line.

    Is there a danger for George Osborne that the upcoming Autumn Statement will be hijacked by the tax credits issue? BBC deputy political editor James Landale says the chancellor will do everything possible to make sure it's not - but it will be the dominant theme running up to it

    Labour leader Jeremy Corbyn is "clearly learning" as he settles in to PMQs that it's effective to stick to one issue and ask the same question, while allowing himself some freedom to make his own point, adds James.

    He notes that the PM was trying to develop a defence of the cuts, by saying that without welfare reform money will need to be taken from elsewhere. That's something the government wants to try and develop, he adds.

    The shadow leader of the Commons, Chris Bryant is asking a question on the government’s review of financial privilege of Commons.

    The review was launched after the House of Lords voted to delay the government’s changes to tax credits.

    Former leader of the House of Lords, Lord Strathclyde, has been asked to look at “how to secure the decisive role of the elected Commons in relation to is primacy on financial matters”.

    Labour has accused the government of “intimidating” the House of Lords.

    Conservative MP Simon Burns says bullying in the workplace is reprehensible and asks whether the government will extend legislation "to this chamber".

    "Given that he has been called at 12:38 (for a question in PMQs) I would've thought that any hint of bullying was over in this House," he jokes in response.

    Adopting a more serious tone, the PM says bullying in the workplace "is a problem" that must "be stamped out" wherever it occurs.

    Michael Fabricant, Conservative MP for Lichfield, says the Northern Powerhouse will help millions - but asks the PM to ensure the West Midlands secures "the best devolution deal possible".

    David Cameron says there is "huge potential" here and assures him that the area will not be "left out". "We look forward to the West Midlands Combined Authority coming forward with its plans [for devolution]," adding that the "bolder you can be" the bolder the response from government.

  15. Tim Farron: UK should accept refugees from Europepublished at 12:32

    Lib Dem leader Tim Farron has a question to the PM - his first since being elected to the post. Yesterday he visited refugee camps on the Greek island of Lesbos, and says he is "ashamed" the UK will not accept refugees who have already reached Europe. The UK should be taking 3,000, he says.

    The PM welcomes him to his post and quipts that "it's good to see such a high turnout of his MPs" (The Lib Dems were reduced to a rump of 8 MPs at the election).

    Turning to his question, he maintains it is better to take refugees from the camps in and around Syria than from inside Europe.

    "We believe we will achieve 1,000 refugees brought to Britain before Christmas", as part of the government's pledge to take in 20,000 by 2020, he adds.

    SDLP MP Mark Durkan raises the case of a girl who died of cervical cancer after being denied a smear because she was under the screening age restriction of 25.

    David Cameron says it is a "tragic case". He says the UK National Screening Committee set the age at 25 because of the risk of "false positives" of screening below that age.

    But he says he will write to him on the issue of people with a family history of cervical cancer being able to request a smear test.
