    EU leaders are still locked in talks at the summit in Brussels.

    Downing Street has said David Cameron told his counterparts:

    The levels of migration we have seen in a relatively short period of time are unprecedented, including the pressures this places on communities and public services. This is a major concern of the British people that is undermining support for the European Union. We need to find an effective answer to this problem. Countries need flexibility so they can make changes to their welfare systems to better manage migration. We have got to address this worry of the British people that they will be taken against their will into a political project. This is a fear that has undermined British public trust in the EU for a number of years. Are we going to find the flexibility to address the concerns of the UK and work together to fix this?"

    BBC political editor Laura Kuenssberg, in Brussels, says trying to reform the EU is "arguably the biggest thing that David Cameron has ever tried to do as prime minister". He spoke for over half an hour over dinner and discussions are continuing into the night, she says.

    Eurosceptic Conservative MEP Daniel Hannan says David Cameron has "abandoned" reform demands he was making just a couple of years ago.

    "We are left with these changes that won't change anything, I think basically the deal has already been done," he says.

    "All that needs to be done is to stage the row."

    Daniel Gros, of the Centre for European Policy Studies, says the EU cannot change fundamentally just for one member.

    "One can change things at the margins," he says.

    "But not much more."

  11. Cameron's 'self-inflicted crisis' for EUpublished at 19:36

    John Peet, editor of the Economist, says EU leaders already have a lot on their plate with terrorism, the migrant crisis and problems in the eurozone - before they start to consider the UK's reform demands.

    "Many of them think that David Cameron has added a crisis of his own making by putting these demands down," he says.

    Labour leader Jeremy Corbyn is in Brussels today as well, and has spoken to the BBC. 

    Mr Corbyn is calling for more clarity from David Cameron. 

    "He's come here for an argument without being very clear what the argument is about," he said. "Why can't he just say, 'actually, this argument really belongs within the Conservative Party and perhaps the Conservative Party should sort out what their problem is first.'"

    UKIP leader Nigel Farage says he does not have high hopes for the talks going on in Brussels.

    Belgian Prime Minister Charles Michel said David Cameron would not get everything he was asking for. 

    "In a negotiation there is a point of departure and then a point of arrival," he said. "The point of departure of David Cameron will not be the point of arrival."

    David Cameron appeared to be the last one to line up for the traditional "family photograph" of all those attending the EU summit in Brussels - as he had been talking to a fellow leader.

    But as you can see from the final photograph, he managed to make it to his place in time.

  19. Tory MP calls for British airstrikes against IS in Libyapublished at 16:48

    MP Daniel Kawczynski has called for airstrikes against the Islamic State (IS, also known as ISIS and ISIL) group in Libya once a government of national unity is in place. 

    If we do not, "their tentacles will spread" he warned.

    Greek Prime Minister Alexis Tsipras - pictured here meeting with Prime Minister David Cameron at the summit - said as he arrived for the talks: "It's time for more co-operation in order to decrease the migrant flows and especially the non-refugee flows... We have to work harder in this direction.

    "Today, we have a lot of things to discuss, not only about refugee issues but also about Brexit.

    "This is no time for exits in Europe, it's time for more cooperation."
