    Shadow defence secretary Emily Thornberry has confirmed she will conduct her own defence review that will feed into a wider review by the Labour Party into foreign policy and Britain's place in the world.

    Ms Thornberry reiterated her desire to look at what she described as "21st century threats" and said the review she was launching today would be "broad" and "overarching" and that it would "take as long as it's going to take".

    On the issue of Labour policy relating to Trident - the continuous at-sea nuclear deterrent - the shadow defence secretary said the review would take time and that her party needs to "look at it properly".

    This contradicts a line from Labour colleague and co-convenor of Labour's Britain in the World review, Ken Livingstone, who told BBC Newsnight earlier this week that such a review could be complete in a couple of months.

    Ms Thornberry said: "This is my report", adding that she will deliver it to the party's international commission of which Mr Livingstone is co-convenor. Her report will inform Labour’s National Policy forum.

    Ms Thornberry reiterated her view that she is "extremely sceptical" about renewing Trident, and added that she "will not be afraid to ask some very difficult questions" but said she goes into this review with "an open mind".

    Labour former security minister Lord West said he would leave the party if it decided to abandon the Trident nuclear weapons programme.

    The former First Sea Lord told BBC Daily Politics: "If we said we were going to become unilateralist.... I think I would not take the Labour whip if that happened."

    Shadow defence secretary Emily Thornberry launched Labour's defence review this morning.

    She told the programme: "I'm extremely sceptical about Trident," adding that she was not afraid to ask difficult questions.

    But Lord West said he was in no doubt that the Trident deterrent was needed.

    "I hope there will be a proper debate and discussion," he added.

    An interim report from Labour's Defence Policy Review is set to be published in June, shadow defence secretary Emily Thornberry has announced.

    Launching the terms of reference for the defence review this morning - she called on Labour Party members, affiliates and the wider public to contribute to its work.

    Ms Thornbury was asked by Jeremy Corbyn to lead Labour’s defence review - the pair are both opponents of the Trident nuclear weapons programme.

    Labour says the review will be comprehensive, open and inclusive, and its conclusions will be based on the evidence. It will encourage the widest possible participation of party members, the armed forces and the public.

    Initial contributions are expected before 30 April 2016, with an interim report in June 2016. Reports will go forward to the National Policy Forum and Annual Conference for agreement.

    "At every stage of the process, we will give full scope to the wide range of views on this subject in an atmosphere of mutual respect and trust,” said Ms Thornberry.

    The prime minister's spokesman has repeatedly refused to be drawn on reports both migrant workers and Britons could see in-work benefits limited under an EU deal.

    Newspaper reports, external this morning said migrant workers filling low paid jobs could be banned from receiving in work benefits - but British citizens would have to miss out on tax credits to make the deal acceptable in Brussels.

    The spokesman said he would not give a running commentary.

    Referring to the UK's long standing demand for a four year waiting period for EU migrants to access in-work benefits, he said: "Four years is our proposal and that's what's on the table."

    Pressed for evidence as to what impact the UK idea would have, he said he didn't have anything immediately to hand.

    No 10 has responded cautiously to Jean-Claude Juncker's suggestion that an agreement on the UK's EU renegotiation could be reached next month. A Downing Street spokesman said.

    Education Secretary Nicky Morgan did not breach cabinet rules when she said she expected to campaign to stay in the European Union, the PM's spokesman said. 

    She told the House magazine, external: "We do need to have a new relationship with the EU and I am expecting that the Prime Minister will be successful and I will be expecting to campaign to stay in." 

    David Cameron has set out rules for collective responsibility during the EU referendum in a minute to cabinet members. 

    Speaking to journalists, the spokesman said Mrs Morgan's comments were "within the letter" of the minute.

  18. No formal role for Livingstone in Labour defence reviewpublished at 11:12

    I understand the former London mayor Ken Livingstone will not have a formal role on Labour's defence review, which is to be led by the new shadow defence secretary Emily Thornberry.

    A Labour source said Mr Livingstone's suggestion that party policy on Trident could be settled within eight to 10 weeks is "absolutely not the case" and the work would "take as long as it takes".

    I understand there is no intention to prioritise or separate Trident policy from the wider defence review.

    I'm also told Ms Thornberry hopes to submit interim findings to the party conference this autumn. 

    Ms Thornberry's review of the party's defence policy will feed into a wider review of Labour's foreign policy on which Mr Livingstone will be co-convenor along with the shadow foreign secretary Hilary Benn. Work has yet to start on the wider policy review on Britain in the World.

    Ms Thornberry is setting out the terms of reference for the defence review this morning - it is expected there will be public meetings and seminars as part of efforts to gather evidence from academics, military personnel, families, party members and other interested parties.
