    Increases in business rates have caused some unease on the Tory benches but it was actually the Green MP Caroline Lucas who raised the issue at Prime Minister's Questions.

    She asked for a full review of the whole system as well as discretionary financial support for small and micro-businesses.

    In response, the prime minister said business rates were based on the rental value of properties and rental values "do change".

    "It is right that rates go up and down to reflect that and that is the principle of fairness that underpins the system."

    She said "transitional relief" was available but she was aware that for some small businesses the increase in rates would be difficult to absorb and some would be "adversely affected". 

    So, she added: "I have asked the chancellor and business secretary to make sure there is appropriate relief in those hardest cases."

    The Labour Leader, Jeremy Corbyn, has said "nine out of ten NHS trusts are unsafe". Prime Minister Theresa May has asked him to apologise and correct the record.

    Mr Corbyn is quoting BBC analysis that says the number of patients on hospital wards in England has been at unsafe levels at nine out of 10 NHS trusts this winter.

    To minimise the risk of infections and delays in getting treatment, hospitals are meant to have no more than 85% of beds occupied. But the analysis showed 137 out of 152 hospital trusts have been above that level since the start of December.

    The Prime Minister replied to Mr Corbyn by saying 55% of NHS Hospital trusts are rated "good or outstanding". Latest figures show that number to be around 52%. Out of 775 rated hospitals by the Care Quality Commission, external 366 are rated good and 40 are outstanding. 336 require improvement and 33 are inadequate.

    Tory MP Tania Mathias asks about the lack of vaccination production capacity in the UK, saying it is a health and security issue.

    The prime minister says it is vital to be able to "readily scale up" vaccine production in the event of a pandemic.

    She says provisions are in place to supply vaccines in an emergency although the details are confidential.

    Conservative Julian Lewis raises historic abuse allegations against British troops and says the "same techniques" are now being used to pursue spurious claims against people who served in Northern Ireland as were in Iraq. He calls for a "statute of limitations" so that no claims relating to actions before the Belfast Agreement of 1998 can be legally enforceable.

    Mrs May says the government is considering this issue as part of ongoing discussions about the future of devolution in Northern Ireland.

    She says investigative bodies must be under a legal duty to be "fair, balanced and proportionate".

    In response to a question on housing, the PM says developers should not be building on green belt land unless it is strictly necessary.

    Labour's Caroline Flint then asks about the damage done to children who grow up in homes with alcoholic parents, something that and two other Labour MPs are campaigning on the basis of their own experience.

    She asks the PM what she will do to tackle "this hidden problem which blights the lives of millions".

    The PM says Ms Flint has spoken movingly about her own experience and no child should have to witness such things. The government recognises the "devastating impact that addiction can have on individuals and their families".

    The SNP's Angus Robertson brings up the issue of domestic violence and seeks assurances the government will ratify the Istanbul convention and that proposed legislation enacting this will not be held up.

    The PM says she can give this commitment and is also determined to go further, potentially looking at a new domestic violence law.

    The leaders' exchanges are at an end and now we are on to backbencher questions, the first of which is about events to mark the first anniversary of the killing of Labour MP Jo Cox. 

    Theresa May says the "get-together" street parties will be a "fitting tribute" to the MP and celebrate the "common bonds" that unite communities.

    She pays tribute to Jo Cox's widower Brendan.
