    Labour MP Caroline Flint puts the first PMQs question, asking what the prime minister's official engagements for the day are.

    This gives First Secretary of State Damian Green, standing in for Theresa May, an opportunity to explain that the PM is absent due to her official engagement welcoming the King and Queen of Spain for their state visit.

    Ms Flint asks a follow up question saying a report on National Grid profits indicates energy pricing is unfair and there should be a cap.

    Mr Green says she should welcome plans to "help reduce energy bills" in the Queen's Speech.

    Several MPs have raised the Family Planning Summit, external which took place yesterday in London.

    The International Development Secretary says it was a "fantastic" summit which helped in dealing with population challenges in large areas of the world and also that it demonstrates UK leadership on this issue.

    She says the summit showed a way "to help those who don't have a voice".

    Shadow international development secretary Kate Osamor has a cheerful exchange with Ms Patel on the issue of reforming official development assistance (ODA), for which Ms Patel says there is "an ongoing dialogue" on this issue and says she hopes to work together on it.

    Kate Osamor raises Theresa May's call for cross-party collaboration and asks which of the 13 policy areas in Labour's manifesto Priti Patel supports.

    Ms Patel says the government and the opposition are in agreement on development policy and especially the 0.7% development spending target.

    In his Brussels press conference, Michel Barnier said the current UK position on citizen's rights "doesn't offer the guarantees the EU side wants for EU citizens living in the UK".

    On the financial settlement, the EU Brexit negotiator said the UK needs to recognize the existence of financial obligations that arise simply from the period during which it was a member of the EU.

    "It is not an exit bill, it is not a ransom, we won't ask for anything [other] than what the UK has committed to as a member," he said.

    An EU naval mission has failed to achieve its main objective of disrupting people smuggling, a Lords committee report has concluded.

    Operation Sophia, which the UK supports, appears to have done little to deter migration and its mandate should not be renewed, peers said.

    However, they said search and rescue work in the Mediterranean had saved many lives and should continue.

    The government said UK ships had led to "fewer children drowning".

    Labour MP John Mann asks about the effectiveness of UK aid programmes in Africa.

    International Development Secretary Priti Patel says that UK aid plays a vital role in helping the world's poorest and tackling global challenges, and that since 2015 the UK has given humanitarian assistance to 13.7 million people in Africa.

    Jersey's Customs and Immigration Service's annual report , externalhas highlighted the "significant" impact the UK's withdrawal from the EU is likely to have on its service.

    It said a number of key areas need looking at, including: immigration, the movement of goods, financial services, agriculture and fisheries, and transport and communications.

    Two officers are working on Brexit-related projects, which involve planning for different scenarios.

    Senior managers are also working with UK departments such as the Home Office, HM Revenue & Customs and the Department for Exiting the EU to look at what issues and needs Jersey may have when it comes to people moving in and out of the Common Travel Area, and also the movement of goods between the UK, the EU and the rest of the world.

    It's also liaising with the UK Passport Office about the future format of Jersey's passport. There are about 80,000 currently in circulation.
