    Health Secretary Matt Hancock, who was speaking before Dominic Raab's resignation, said the deal “provides the way for us to deliver on the referendum result”.

    He told BBC Radio 4’s Today programme that any negotiated agreement will see “compromises” and that it is not perfect, but the offer on the table allows the government and to “honour that democratic vote in the referendum and do so in a way that is good for the economy”.

    Describing Wednesday’s five-hour cabinet meeting, Mr Hancock said it was “an incredibly civil and very open and frank discussion”.

    He added: “There was a huge amount of discussion of points of detail as well as the big picture.

    “Everybody can find a point in [agreement] they may disagree with, but you have got to look at the deal as a whole.

    “That’s what the cabinet did and the cabinet as a whole backed the deal.”

    Mr Hancock continued to passionately back the deal, adding: “It gives us the ability to trade with the EU but whilst leaving the EU, and that is better than any deal the EU has ever offered anybody else.”

    The 44-year-old is the Conservative MP for Esher and Walton.

    He went to Dr Challoner's Grammar School in Amersham, before attending both Oxford and Cambridge universities.

    Before joining parliament, he was a lawyer at the Foreign Office and led the team focusing on bringing war criminals to justice at The Hague.

    He is married to Erika Ray, a Brazilian marketing executive, and the couple have two children.

    Dear prime minister,

    It has been an honour to serve in your government as justice minister, housing minister and Brexit secretary.

    I regret to say that, following the cabinet meeting yesterday on the Brexit deal, I must resign.

    I understand why you have chosen to pursue the deal with the EU on the terms proposed, and I respect the different views held in good faith by all of our colleagues.

    For my part, I cannot support the proposed deal for two reasons.

    First I believe that the regulatory regime proposed for Northern Ireland presents a very real threat to the integrity of the United Kingdom.

    Second, I cannot support an indefinite backstop arrangement, where the EU holds a veto over our ability to exit. The terms of the backstop amount to a hybrid of the EU customs union and single market obligations.

    No democratic nation has ever signed up to be bound by such an extensive regime, imposed externally without any democratic control over the laws to be applied, nor the ability to decide to exit the arrangement.

    That arrangement is now also taken as the starting point for negotiating the Future Economic Partnership.

    If we accept that, it will severely prejudice the second phase of negotiations against the UK.

    Above all, I cannot reconcile the terms of the proposed deal with the promises we made to the country in our manifesto at the last election.

    This is, at its heart, a matter of public trust.

    I appreciate that you disagree with my judgement on these issues, I have weighed very carefully the alternative courses of action which the government could take, on which I have previously advised.

    Ultimately, you deserve a Brexit secretary who can make the case for the deal you are pursuing with conviction. I am only sorry, in good conscience, that I cannot.

    My respect for you, and the fortitude you have shown in difficult times, remains undimmed.

    Neither the international trade secretary nor the secretary for work and pensions have revealed anything this morning as they left their homes.

    Both Penny Mordaunt and Ester McVey have been rumoured to be willing to resign over the draft Brexit deal - but still remain in their posts.

    The ministers greeted reporters on their doorsteps to say good morning, but gave nothing else away.
