  2. Analysis: Johnson and Starmer clash over tracing appspublished at 13:03 British Summer Time 24 June 2020

    Reality Check

    The prime minister and Labour leader clashed over coronavirus contact tracing apps – and the fact that England does not have one yet.

    Boris Johnson said: “I wonder whether [he] can name a single country in the world that has a functional contact tracing app, because there isn’t one.”

    Keir Starmer replied: “Germany."

    Germany launched its Corona-Warn-App on 15 June.

    Germany’s public health body, the Robert Koch Institute, has tweeted to say the app has been downloaded 12.6m times since then.

    But we haven't yet seen figures from the German government on how well it is performing and how many people have received an alert as a result.

    France launched its tracing app three weeks ago.

    Two million people downloaded it (although 460,000 have uninstalled it since) – according to figures from the French government.

    But just 68 people used it to say they had Covid-19 and only 14 people have been traced and warned they are at risk of infection.

    A number of other countries around the world have also launched apps.

    In the last couple of weeks we have seen both men starting to be able to get under each other's skin, starting to lock horns.

    In those early exchanges, Boris Johnson looked off his game when Keir Starmer pushed him on details.

    In the last couple of weeks, Johnson has been turning up the political heat on Starmer, putting questions back to him.

    Today they both came with their ammo loaded, prepared for the approach the other was going to take.

    We saw Johnson jibing at Starmer for being like a lawyer

    And Starmer pushing back saying: 'I am a lawyer, here is the evidence, I rest my case. '

    Labour MP Matt Rodda asks the final question of this week's session. He represents Reading, where three men died in an attack at the weekend.

    Rodda thanks the police for their response and asks the PM to ensure the investigation will receive all the resources it needs and that "our town is supported."

    "We can get through this together," he says.

    Boris Johnson says the attack "was an appalling crime and an appalling tragedy".

    He says the government will act if there are any lessons to be learnt.

    "We will not let this kind of attack, this senseless murder distract us, allow ourselves to be intimidated or change our way of life," he adds.

  9. PM: Care home discharges 'were clinical decisions'published at 12:43 British Summer Time 24 June 2020

    Labour's Emma Lewell-Buck asks about the discharging of patients from NHS hospitals into care homes during the pandemic.

    She says it has led to 16,000 deaths.

    In reply Boris Johnson says the discharging of patients into care homes was "all done according to clinical decisions".

    He says discharges from hospitals into care homes fell 40% between January and March.

    Labour MP Janet Daby says there have been a number of reviews into racial inequality - including David Lammy's report.

    She asks when the recommendations of those reports will be implemented.

    Boris Johnson insists his government is "getting on" with it.

    "Sixteen of the Lammy recommendations have been implemented, 17 are in progress, two are not progressing," he says

    "We take it exceptionally seriously," he adds.

    Conservative MP Stephen Crabb, and former work and pensions secretary asks the PM to strengthen the "safety net" provided by the benefits system.

    He says the winding down of the government's furlough scheme is likely to prove a "hard landing" for many.

    Boris Johnson acknowledges there will be "tough times ahead".

    But he says the government has "massively increased" payments under the universal credit system.

    DUP MP Sammy Wilson has a letter in his hand.

    He says: "We were told when we leave the EU at the end of this year, Northern Ireland will still remain full part of UK.

    "Yet I have a letter received by management of Port of Larne only this week stating they have to prepare to become a border control post.

    "Can the PM explain how Northern Ireland can remain full part of UK if people coming to Northern Ireland have to pass through a border control post.

    Boris Johnson says he can tell the MP that "categorically there will be no new customs infrastructure".

    "Northern Ireland is part of the customs territory of the whole of the UK," he adds.

    Also joining by video call, SNP's Philippa Whitford asks if the government will aid a "green" recovery in the aviation sector, which is under threat of job cuts.

    Boris Johnson says work is taking place "very intensively" in this area.

    He says this will allow the UK to "bounce forwards" in its post-Covid economic recovery with low-carbon technologies.

    Plaid Cymru's Liz Saville Roberts asks about the Covid-19 outbreak at a meat processing plant in Wales.

    She says those on sick pay will only get 20% of their full salary, and asks if ministers are looking at a furlough-type for those who are asked to self-isolate.

    In reply Boris Johnson says "nobody should be penalised" for "doing the right thing" if there are future local lockdowns.

    Speaking by video link from his constituency, SNP Westminster leader Ian Blackford begins by saying the health and economic emergency requires "an unprecedented response".

    He asks the PM if he will give the Scottish government more powers to borrow money.

    Turning to the issue of poverty, Sir Keir Starmer accuses the PM of giving "dodgy answers" in their previous exchanges on this issue.

    He calls on Boris Johnson to "correct the record".

    Defending his record, the prime minister says there are now 100,000 fewer children in absolute poverty.

    He says ministers have been making "tough decisions" to get poverty down but again accuses Labour, as he has done repeatedly at PMQs, of not supporting efforts to get children in England back to school.
