    The announcements by the chancellor on Friday have created new dividing lines in British politics.

    Should those on the highest salaries get a tax cut to try and stimulate investment and growth?

    Should the government borrow money to pay for interventions - or should some of it come from a windfall tax?

    The economy will help define the next election. Sir Keir seems up for the fight. But the new prime minister will be too with her plan for a radical change of direction.

    He promises to increase the supply of affordable homes – saying ownership is the “bedrock of stability of aspiration”.

    Under the current government, he says, "the dream of owning your own home is slipping away".

    Starmer says he's targeting home ownership for 70% of people – offering new mortgage guarantees and a clampdown on buy-to-let landlords.

    This is the big policy reveal of Sir Keir's speech; to set up Great British Energy.

    Labour wants a state-owned energy generation company.

    The idea is that it would work with independent companies to help drive an expansion in green energy.

    Labour sources have said the plan will start small, then grow.

    They hope it will ultimately be on a similar scale to the French giant EDF.

    The goal is to turn the UK into a "clean energy superpower".

    Great British Energy - as he calls it - would be modelled on France's EDF and other firms owned by foreign states that operate in the UK.

    He pledges this would be set up in the first year of a new Labour government.

    It would aim to ensure that Starmer's planned expansion in clean energy would deliver British jobs and greater energy security.

    It would also help protect the UK from relying on fuel from countries run by "tyrants like Putin", he adds.

    Starmer says green policies under Labour would bring cheaper bills and higher living standards.

    "This is about fair growth, powered by clean, British energy, everywhere in the country," he says.

    "That's what levelling up really looks like: practical Labour solutions, not empty Tory slogans."

    He has more to say about the Labour party's green prosperity plan.

    "I come at this not just as leader of the Labour party, but also as a father," he says.

    "As a father, I'm spurred on by the voices of our children," he adds, which is "a cry of indignation demanding our generation act before it's too late".

    He says as Labour leader, he sees the climate crisis as " a matter of justice and opportunity" that could turn the UK into "a green superpower" - "the biggest opportunity we've had in decades to make this country work for working people."

    He says it is an opportunity to become a world leader in green energy: "Some nation is going to lead the world in offshore wind. Why not us?"

    He adds a Labour government would start implementing these policies "within the first 100 days" of a new government.

    Starmer sets out a plan for "responsible government", again accusing the Tories of losing control of the economy "in spectacular fashion" and being unable to govern.

    He promises to create an "office of value for money" and says his party would only borrow to invest when in the country's long-term interest.

    But he concedes that "missions don't achieve themselves" and admits that doing what he calls the responsible thing will take time and patience.

    Laying out his vision for a Labour government, he says the party would defeat the cost-of-living crisis, stabilise the economy for business, and the NHS would be back in good health.

    He says the UK would see more cutting-edge technology, with working people respected - and people would start to notice "it's possible to govern with integrity" - a line which gets big applause.

    The UK would be leading the world on climate change, proving net-zero could be achieved, Starmer continues.

    "Decline is not inevitable," he says.

    He adds he was struck by comments made by a woman from Grimbsy a few months ago who told him she didn't just want to survive, she wants to live.

    We’re about 30 minutes into Sir Keir’s speech, and unlike at the conference last year, there are no boos, no heckles, so far.

    The speech seems to be going down well with the faithful, who are interrupting Starmer’s speech with enthusiastic clapping rather than jeers.

    Unity is important for any political party. Remember though, it's the voters outside the conference hall that really matter to Labour’s electoral prospects.

    At every opportunity, Sir Keir wants to persuade people the Labour Party has changed.

    In a nutshell, he wants to tell voters it's no longer Jeremy Corbyn's party. It's moved from the left closer to the centre, he tells anyone who will listen.

    But he's also spent a lot of time trying to persuade historic Labour voters that the party is patriotic and believes in Britain. Take the singing of the national anthem at the start of the conference on Saturday.

    He's just told the conference his approach is: "Country first, party second".

    Starmer gets perhaps his biggest round of applause so far after defending the changes he made to Labour since becoming party leader - including a drive to "rip out anti-Semitism by its roots".

    He adds that he had to show the country's support for the Nato military alliance was "non-negotiable".

    It's a case of "country first, party second," he says.

    "I didn't do this alone, we did it together," he tells the conference.

    Taking aim at the government's mini-budget, Starmer says that in "one bold move... the Tory party gave up on any claim it may have had to be a party of aspiration."

    He then references his background as a human rights lawyer, saying he worked alongside others in Northern Ireland to make sure the police service worked "for all communities".

    As the director of public prosecutions, he says he overhauled the handling of sexual violence cases "to make them work better for victims".

    He says "this working-class impatience is what drives me in this job too".

    Ministers often point out its a global crisis - caused by the war in Ukraine. That's definitely played a big part in rising prices.

    Sir Keir Starmer is arguing it's more than that though - and that not has enough has been done to invest in domestic energy sources.

    Starmer says he "won't pretend the awful conflict in Ukraine is not the immediate spark of the cost of living crisis.

    "We will never allow Putin's threats of imperialism to succeed," he states. "We will stand alongside Ukraine."

    Addressing the audience, he says: "So let this entire conference say together, Slava Ukraini (Glory to Ukraine)." The response is a standing ovation.

    He goes on to say, however, that he "will never accept that the war is an excuse for how unprepared Britain was to tackle the fallout.

    The war didn't ban offshore wind, scrap insulation, nuclear energy - "the Tories did that" - he says.

    "And in their budget last week, they sent out a new message, a message that echoes around kitchens across the country and says your struggles, your hopes, your ambitions don't matter to us. We are not here for you, we are here for those at the top."

    Next, Starmer hails the importance of "collective hope" - something he promises he would restore if he was in government.

    The Labour leader harks back to his working-class upbringing in the 1970s, saying he can remember what rising prices feels like - when his family was unable to pay phone bills.

    Starmer pledges to make sure "nobody in this country is held back by their circumstances", to further applause.

    He says his parents were able to improve their lot by "working their socks off".

    But now, he adds, people are "working harder and harder just to stand still".

    "Our spirit is ground down", says Starmer.

    In a further attack on tax cuts unveiled by new Prime Minister Liz Truss, he says "it turns out there is money for the top 1%".

    Starmer suggests an unwritten contract between the government and the public has been broken in the wake of the pandemic - leaving people cynical about real change happening.

    Turning to the NHS, Starmer references his family background, saying his mum, sister and wife all worked for the health service.

    The party’s pledge to invest in training new doctors, nurses and other health workers draws the biggest cheer of the speech so far and a standing ovation from the crowd.

    Starmer says when he told doctors in his constituency the NHS was on its knees, they replied: "No Keir, it's face down on the floor."

    He says the way to get it back on its feet is with a stronger NHS workforce, saying staff is the "main barrier to capacity" right now.

    To growing applause, he says a Labour government would take on an extra 7,500 medical students every year, double the number of district nurses, and offer 10,000 extra nursing placements.

    By the end of the pledge, the front row of his shadow cabinet is giving him a standing ovation.
