    For the SNP, Joanna Cherry says the effect of the bill will be to create "a complex division of decision-making that does not reflect the reality of devolution" in Scotland.

    "That is why we say this bill is a power grab," she continues.

    She challenges all Scottish MPs not to "undermine the settled will of the Scottish people" by voting through the bill.

    The DUP's Sammy Wilson describes the bill as "an essential building block".

    He says it's "ironic" for the bill's critics to condemn it as "undemocratic", when, in his view, they are trying to block Brexit altogether.

    He makes the point the bill can't be improved if MPs vote it down at second reading.

    Conservative Chris Philp, like others, focuses on secondary legislation, saying statutory instruments arising from the bill are "voteable should they [MPs] wish to do so".

    The delegated powers are "fairly clearly circumscribed", he argues, and "the sunset clauses give further reassurance".

    Sunset clauses mean the delegated powers expire after two years.

    He raises the prospect of "taxation for the sake of paying for a bill they won't allow to be scrutinised", allowed for in the money resolution on the bill.
