    Following a division, MPs have voted in favour of amendment 7.

    303 voted for the amendment, with 296 voting against.

    The amendment will now become part of the Finance Bill.

    Following a division, MPs have rejected Labour's new clause 3.

    314 voted against the amendment, with 292 voting in favour.

    They now divide again to vote again, this time on Labour MP Yvette Cooper's amendment 7, which aims to prevent the government implementing a "no deal" Brexit without the explicit consent of Parliament.

    The amendment would only allow powers to amend the tax code to deal with the ramifications of the leaving the EU to come into effect in certain circumstances:

    • If the Commons has approved a negotiated withdrawal agreement and a framework for the future relationship.
    • If the government has sought an extension of the Article 50 period; or third, if MPs had approved a no-deal Brexit.

    Shadow economic secretary to the Treasury Jonathan Reynolds says "the case against the unilateral use of these no deal powers has been comprehensively made".

    He urges members to support the amendments as they are "best for the country's prosperity and in the national interest".

    MPs divide to vote on Labour amendment - new clause 3 - which would require government to review the fiscal and economic effects of the use of powers the government seeks to give itself under clause 89 of the Finance Bill.

    Exchequer Secretary to the Treasury Robert Jenrick says that it is not the government "preference" to leave without a deal, but the government is being "responsible" by preparing for no deal.

    "Our foremost motivation was to provide certainty to taxpayers," he says, "the kind of certainty taxpayers would expect from any responsible government."

    Responding to Yvette Cooper's amendment, he says that unless Parliament agrees the negotiated deal, the UK will leave with no deal on 29 March, "nothing will change that simple truth," he states.

    He adds that the "law of the land" is that the UK will leave the EU on 29 March, and that "this amendment will not change that".

    "We will not be deterred...from making sensible preparations," he adds, urging MPs to reject the amendments.

    Labour MP Chris Leslie says members of the House should have the chance to express how they want Brexit to go forwards, and says his amendment 8 offers this.

    Mr Leslie says the House should not be delegating its powers to ministers, and that "members should have the opportunity to voice our view and guide the way".

    "There is a strong cross-party opinion that we need to give the voice to Parliament, Parliament must take back control and the government must concede to these amendments now," he concludes.

    Conservative rebel Sir Oliver Letwin, who is also a signatory to the amendment, says that it is "the most extraordinarily important thing for the government" to see a majority in the Commons against no deal.

    He says the Commons needs to show "it will not allow a no deal exit" from the EU.

    He adds that there is a need for a trade deal with the EU, as it is "much our larger" trading partner, but that he doesn't agree with the total negative view of World Trade Organization rules.

    Chair of the Home Affairs Committee Yvette Cooper says she is moving amendment 7 which has been backed by senior backbenchers from all parties as "many across the House agree on the dangers of no-deal".

    There is now a serious risk that we will end up crashing out of the EU without a deal in 80 days time, she says, noting that MPs "have a responsibility not to just stand by".

    The amendment says if the government wants to implement a no-deal, it must first give Parliament and say and they must support it, she adds.

    "It provides a safeguard to make it harder for the government to go ahead with no-deal without going back to Parliament," she adds, "we have a responsibility not to just stand by."

    Ms Cooper says World Trade Organisation (WTO) rules could see food prices rise by over 20%.

    She adds that the amendment does not solve the Brexit challenges ahead, but "gives us an opportunity to rule out the worst way forward and to do so in a way which is sensible".

    Tory MP Nicky Morgan speaks in support of amendment 7, which would limit the government's financial powers in the event of a no-deal Brexit.

    "No deal is a terrible deal," she states, adding it is right MPs should state their opposition to it.

    She adds that the Treasury Committee, which she chairs, has heard that no-deal will have an impact of 7.7% on GDP, larger than the financial crisis in 2008.

    "A no deal will completely destroy any reputation we have for confidence and competence," she finishes.
