Responding, Brexit Secretary Stephen Barclay says MPs have spent a lot of time talking about Brexit, "but not a lot of time deciding".

Labour MP Anna Turley intervenes to say the definition of insanity is "doing something again and again without a change in the result", and suggests this is what the government is doing with its Brexit policy.

Mr Barclay says Labour's blueprint for an alternative Brexit deal is "simply not credible", noting that some of the party's demands are "simply not on offer".

He says if the government asked the people for a decision on Brexit and then didn't act on their answer, it would be "damaging to the UK's reputation around the world".

  4. Extension 'must allow a solution'published at 15:49 Greenwich Mean Time 20 March 2019

    Emergency Brexit debate

    House of Commons
    Parliament

Shadow Brexit secretary Sir Keir Starmer says the prime minister's actions make no-deal far more likely, than less.

He says the prime minister's puspose is to move the "cliff edge" back to June 30th and from there the UK will "start from the same track", he adds.

Sir Keir says any extension should be as short as possible, but must allow a solution and provide a route to avoid no-deal.

The focus in the coming days and weeks should be on finding a majority for a new path that can resolve the current crisis, he says.

Sir Keir says EU leaders may consider the prime minister's request for an Article 50 extension but "they need to know what their purpose is".

If her only purpose is to keep pursuing her deal, that may or may not be seen as realistic," he says.

    House of Commons
    Parliament

Sir Keir Starmer says he is concerned that the prime minister will use a three month Article 50 extension to "try to force through" her deal.

That, he says, is the same "failed, blinkered" approach she has pursued for the past two years.

Sir Keir Starmer now begins the emergency debate on the motion that: “That this House has considered the matter of the length and purpose of the extension of the Article 50 process requested by the Government.”

He begins by noting that MPs have rejected the prime minister's deal twice, voted to rule out no deal and voted to require the prime minister to seek an extension of Article 50.

He says the prime minister should use an extension to provide parliamentary time for MPs to agree a different approach.

"It is clear, from her letter to Donald Tusk that that is not the prime minister's intention," he says.

    House of Commons
    Parliament

Shadow Brexit Secretary Sir Keir Starmer now makes Labour's demand for an emergency debate on the PM's request to extend Brexit talks.

Speaker John Bercow says he is satisfied that the request for the emergency debate is acceptable.

Following an objection from a Conservative MP, more than 40 MPs stand in support of the debate taking place - and Mr Bercow says the debate can go ahead.

He says the debate should take place today.

SNP's Westminster leader Ian Blackford says he has written to the prime minister asking her if Parliament can convene on Saturday "to plot a way ahead".

The Speaker Mr Bercow says a Saturday or Sunday sitting is "perfectly possible", but only if there is a resolution of the House to that effect.

"It is perfectly possible in procedural terms," Mr Bercow adds, noting that Mr Blackford should wait for a reply from Theresa May.

  15. PM has a plan for extension, minister sayspublished at 14:51 Greenwich Mean Time 20 March 2019

    Penny Mourdant

Shadow International Development Secretary Penny Mordaunt says a "short extension is fine" as the prime minister has a plan for what to do with it.

"We can use this period to either do what Parliament needs to do to put the deal through and get ready to leave with a deal, or it's more time to prepare for no deal," she says.

"Do not underestimate the determination of this prime minister," she adds.

Those reports about French President Emmanuel Macron planning to block an Article 50 extension are picked up by Conservative MP Mark Francois.

Mr Francois urges the Brexit secretary to initiate Operation Yellowhammer - on no-deal preparations - on Monday if he does.

"Why don't we just vote down the rancid withdrawal agreement and sprint for the line," Mr Francois asks.

Chris Heaton-Harris replies that leaving the EU with a deal remains the government's priority.

He urges the minister to "take no-deal off the table, and invest the money back into hard- pressed services."

Chris Heaton-Harris replies that the way to take a no-deal Brexit off the table is to vote for the prime minister's deal.

French news magazine Le Point is reporting that President Emmanuel Macron will block Theresa May's request for an extension, external.

  20. PM 'offering Hobson's choice' on Brexit - Labourpublished at 14:32 Greenwich Mean Time 20 March 2019

    Urgent question on no-deal preparations

    House of Commons
    Parliament

Shadow Brexit minister Paul Blomfield says MPs have ruled out a no-deal Brexit twice.

"It is simply unacceptable that the prime minister continues to go on doggedly with her Hobson's choice" of her deal or no-deal," he says.

He says the government's priority should be seeking a consensus on Brexit rather than focusing on a no-deal Brexit.
