Rebecca Long Bailey says climate change is "an existential threat" and the UK will need to "mobilise all our resources" to tackle it.
"We could lead the world in renewable technologies but the government is letting us down," she says.
"Isn't it the truth that their failure is running down the clock on our planet?"
Instead of answering directly, David Lidington replies that Labour policies would "put at risk the finances of decent working families".

Ms Long Bailey points out that the government backs fracking, which is supported by 12% of the public, but does not seem to support wind energy which is backed by 80%.
Continuing, she asks what the "government has actually done since signing the steel charter to support our steel industry".
Mr Lidington says there are 400,000 jobs in the UK in low-carbon businesses and their supply chains. There is support for this area to grow in the future, he adds.
The government will be "bringing forward our decisions later this year" on how to proceed.

Rebecca Long Bailey says Labour does "not condone the reopening of any coal mine for the purpose of energy purposes".
She continues to accuse the government of failing to meet their carbon reduction targets.
"At that rate it would take to the end of the century to reach zero emissions," she says.
She asks whether the government will ban fracking for shale gas and allow new onshore wind turbines in England.
In reply, David Lidington says the government has "not just met but out- performed" carbon emissions targets.

Ms Long Bailey asks "how much authority" the government has on environmental issues. She says that some in the cabinet are close to organisations linked to climate change denial. She asks why the government is "off-track" in meeting climate targets.
Mr Lidington says the UK is not "off-track" when it comes to emissions reductions, and insists the UK has decarbonised "our economy faster than any other G7 state".
He says the UK has just gone through "the longest period in history without relying on electricity generated from coal".
He claims the Labour Party "wants to open coal mines again... but without burning coal".
