    Ms Sturgeon says significant new measures to slow the spread of the virus were announced last night.

    "Effectively Scotland is now in lockdown," she says, meaning:

    • people should only go outside to shop for basic necessities once a day, exercise once a day and to travel to essential work
    • social events banned and gatherings of two or more people prohibited
    • communal places must close, including place of worship, and funerals must only be attended by immediate family

    The emergency legislation will allow us to introduce enforcement powers she say.

    "We will use these powers if necessary."

    First Minister Nicola Sturgeon says there are now 584 confirmed cases of coronavirus an increase of 85 since yesterday.

    Ms Sturgeon says there have been two further deaths, bringing the total to 16.

    The Scottish Building Federation has called for absolute clarity after claiming it was getting "conflicting information" from the UK and Scottish government on how the lockdown measures affect them.

    Scottish first minister Nicola Sturgeon said construction sites should close as part of the new stricter measures to stop the spread of coronavirus but UK Cabinet Office Minister Michael Gove said all major construction work should go ahead but jobs carried out at close quarters in someone's home would not be appropriate.

    Vaughan Hart, managing director of the Scottish Building Federation, said the different approaches were "unhelpful".

    "Without absolute clarity on the situation from government, we risk a situation developing of different companies reacting in different ways which could be detrimental," he said.

    The organisers of the Tokyo 2020 Olympic Games, due to begin on 24 July, have agreed to a one-year postponement of the event because of the global coronavirus pandemic.

    Japan's Prime Minister Shinzo Abe said the International Olympic Committee had agreed to the delay.

    A one-year delay would also apply to the Tokyo Paralympic Games.

    The agreement comes as the British Olympic Association (BOA) was meeting on Tuesday to discuss the matter.

    BOA chairman Hugh Robertson had already said Great Britain was unlikely to send a team to Tokyo this summer.

    3.30-4.30 pm: MSPs will be asked to debate and vote on the proposed UK-wide emergency Coronavirus Bill after that.

    The Scottish Parliament will not meet again after decision time at 4.45pm until next Wednesday.

    The owner of one cafe in Edinburgh had been explaining how he has been giving away all his food stock after the government announced restaurants had to close due to the Coronavirus outbreak.

    Managers set up tables outside of the shop with perishable foods for passers by to pick up for free.

    Arturo Huerta from Project Coffee in Bruntsfield Place in Edinburgh says he is even giving away the ketchup bottles.

    He said: “So many people were coming to our cafe at the weekend that we bought in a lot more food.

    “So we are very disappointed that the government has given us such short notice because we have been left with mountains of food which we are now having to give away or throw in the bin.

    “I feel very sad.

    “Customers have been telling us how they are self employed and they don’t know how they are going to make money. Some have been disoriented and others have been saying things like they are going to have to sell their cars to make ends meet.”

    Police Scotland will not hesitate to use enforce new measures being brought in to tackle the spread of coronavirus, the force's chief constable has said.

    The measures were announced on Monday by First Minister Nicola Sturgeon, who said they amounted to a "lockdown".

    They include ordering people to stay at home except for essential shopping and only travelling to and from essential work.

    Chief Constable Iain Livingstone warned people against disobeying the advice.

    NHS Borders has made the move to limit the spread of coronavirus and to protect patients and staff.

    Director of nursing Nicky Berry said it was the "right thing to do" despite the "considerable emotional strain" on family members.

    Exceptions will be made for the special care baby unit, labour ward, children’s ward, and for patients receiving end of life care.

    However, anybody visiting those areas who suspects that they have the virus, or have come into contact with someone with it, should contact the nurse in charge before attending.

    There must be clearer guidance around what is considered essential work during the coronavirus lockdown, Scottish Green MSP Andy Wightman has said.

    Mr Wightman raised the issue at a meeting of the economy, energy and fair work committee in the Scottish Parliament.

    He said: “For example, many contact centre staff have been asked to go to work today, with UK government guidance saying online retail is to be encouraged.

    "There needs to be clearer guidance about what businesses should be operating as normal, especially when their staff cannot work from home."
