    The UK government will proceed with "extreme caution" exiting lockdown, the transport secretary said as he revealed plans to "get Britain moving again".

    Grant Shapps pledged £250m for emergency improvements to cycling and walking infrastructure but would not confirm a 14-day quarantine for passengers arriving in the UK.

    Mr Shapps said he would not announce anything ahead of Prime Minister Boris Johnson's speech on lockdown measures on Sunday.

    First Minister Nicola Sturgeon has already said the only change being looked at by the Scottish government is an extension for outdoor exercise beyond one-hour-per-day.

    More Scots are now likely to go to hospital or GP with non Covid-19 symptoms than they were a fortnight ago, according to new research.

    Slightly more than half of those surveyed (51%) said they would not avoid going to their GP practice or a hospital at the moment compared to 41% two weeks earlier.

    And, while about a third (34%) agreed they would still delay attending their GP or hospital, the figure was 45% before the NHS Is Open campaign.

    Dr Carey Lunan, chair of the Royal College of General Practitioners in Scotland, said: "I want to reiterate that, if it’s urgent, it’s urgent, and it is just as important as ever for people to seek help if they have an urgent health concern, or are worried about a potential cancer symptom."

    Prof Jason Leitch, Scotland's national clinical director, also stressed the importance of immunisation appointments.

    Microbiologist Prof Hugh Pennington has suggested Orkney could come out of lockdown before the rest of Scotland.

    "They could come out of lockdown in the sense of going back to social activities, like going to school for the children and going to church," he said.

    "They could even think about opening restaurants because there is no virus transmission going on there."

  8. UK Transport Secretary announces £2bn package for cycling & walkingpublished at 16:56 British Summer Time 9 May 2020

    Transport Secretary Grant Shapps announces a £2bn package to put cycling and walking at heart of the UK government's transport policy.

    There will also be a national cycling plan published in June to help double cycling and increase walking in England by 2025.

    He also says "swift emergency plans" will allow for pop-up bike lanes, wider pavements and cycle and bus-only streets.

    The first question at the UK briefing comes from a member of the public - Stephen, from Country Durham.

    He says he lives closer to Edinburgh than London and asks whether he should follow the advice of the Scottish first minister or that of Downing Street.

    In response, Transport Secretary Grant Shapps says the four nations have "largely moved in lockstep" and the prime minister will say more on the next phase of the pandemic response tomorrow.

    Shapps adds that the UK government wants to make its messaging "straight forward" and the next stage will also involve "clear messaging".

  10. Rescues by Coastguard increase amid lockdownpublished at 16:32 British Summer Time 9 May 2020

    Two people had to be rescued after they defied the lockdown and got into difficulty on a boat while under the influence of alcohol.

    HM Coastguard says the incident happened on a day when the number of UK call-outs soared by 54%.

    A total of 97 incidents were recorded on Friday, which was a public holiday for VE Day, including 16 in Scotland.

    Coastal operations area commander Ross Greenhill said reckless behaviour by a minority is putting lives at risk.

    The figure was the highest recorded since the lockdown started on 23 March and compares to a daily average of 63 for the previous month.

    Coastguard rescues soar despite Covid-19 lockdown

    Crews attended 16 call outs across Scotland on the VE Day holiday as the number of UK rescues rose by 54%.

    The number of daily coronavirus tests fell below Health Secretary Matt Hancock's 100,000 target for a seventh consecutive day.

    Transport Secretary Grant Shapps said 96,878 tests were conducted in the 24 hours to 09:00 BST on Saturday, down from 97,029 the day before.

    A further 346 people in the UK have died after testing positive for Covid-19, taking the total number of deaths recorded in the country to 31,587 as of 5pm on Friday.

    Partick Thistle say they have been "forgotten, ignored and patronised" by the Scottish Professional Football League after talks on league reconstruction were scuppered by a lack of support among top-flight clubs.

    Thistle were bottom of the Championship when football was suspended due to the coronavirus and, after the SPFL's resolution to end the season prematurely was passed, were relegated despite sitting just two points behind Queen of the South with a game in hand.

    The Glasgow club say they were "deeply angered" by the decision to halt the debate on league reconstruction, saying that it "smacks more about the settling of scores within the Premiership".

    The statement adds: "Our treatment is unprecedented in Scottish football. During this pandemic, across sport, efforts are ongoing to actively try to prevent damage, yet our governing body inexplicably chose a different path. It has singularly failed in its primary duty of care to a member."

    The public transport network must be protected as lockdown is lifted, the UK's transport secretary is expected to say at a press conference on Saturday.

    The BBC understands Grant Shapps will encourage the public to continue to work from home if they can.

    Those who need to travel to work will be urged to consider more active ways to travel like walking and cycling.

    Extra funding is likely to be announced for English local authorities to help alter road networks to facilitate this. It is a devolved issue and Scotland announced funding for "active travel infrastructure" in April., external

    Mr Shapps will talk about using the unique "opportunity" of the lockdown restrictions to change the way people get to work.

    The latest Scottish government figures released show 470 adult care homes (44%) with a current case of Covid-19 as at 7 May - up from 453 (42%) at 5 May,

    There are now 608 homes (56%) that have lodged at least one suspected case since the start of the epidemic.

    The figures show 4,406 cumulative cases of suspected Covid-19 in care homes - up 125 on the previous day.

    A total of 6,441 staff - or about 3.9% - of the NHS workforce are reporting absent due to a range of reasons related to Covid-19, a fall of 86.

    Meanwhile,3,672 staff were reported as absent in adult care homes based on returns from 822 (76%) homes as at 5 May, representing 8.5% of all staff, although it should be noted that figures are calculated differently from NHS absences.
