    The health secretary replies emergency and urgent care including cancer services have been prioritised throughout the pandemic.

    Ms Freeman adds cancer surgery capacity is currently operating at close to pre-Covid levels and is looking to increase.

    She points to the new national plan for cancer services to be published in the Autumn.

    The government has just published its framework for the recovery of cancer surgery, external during the coronavirus pandemic, as approved by the National Cancer Recovery Group.

    Labour MSP Neil Findlay asks why patients were discharged to care homes in March and April on clinical need but not in the preceding months.

    Mr Findlay refers to the Sunday Post report, external of a leaked letter from the health secretary which it says revealed the pressure put on hospitals to send elderly patients into care homes in the weeks before and after lockdown was imposed.

    Ms Freeman says she has commissioned data that will identify those discharged with a positive Covid test and when they were discharged.

    She hopes to have that data by the end of this month.

    Health Secretary Jeane Freeman replies 357 patients were discharged to care homes in June this year.

    Scottish Labour's education spokesperson Iain Gray asks why we can't complement the use of face coverings with testing.

    Mr Gray points out the GMB Scotland union is calling for routine on-site coronavirus testing of school staff in Scotland

    Mr Swinney replies it is already possible for staff to get a test when they are concerned about Covid.

    There is a direct employer portal to facilitate this, he adds.

    The Green MSP points out there is not greater scope for social distancing in the classroom.

    Mr Swinney insists the guidance has been issued today because the public guidance has changed.

    He says the WHO guidelines balances the public health benefits with the potential for face coverings to undermine learning, which is why the guidance does not include classrooms.

    In a classroom setting teachers should be exercising 2m distancing from pupils and any individual is free to wear a face covering if they choose to do so, he adds.

    Education Secretary John Swinney replies that, in light of the latest advice including the WHO guidelines, the Scottish government has updated guidance on the use of face coverings in secondary schools and on school transport.

    Mr Swinney explains that unless specific exemptions apply face coverings should be worn:

    • in secondary schools, by adults and all pupils moving around the school, such as in corridors and communal areas where physical distancing is difficult to maintain
    • on dedicated school transport by all children aged five and over, bringing it into line with guidance for public transport

    The education secretary adds that the guidance on schools reopening will be updated to incorporate this new advice.

    David Bol from The Herald says that Public Health Scotland (PHS) has been unable to reach its 20% target for contacting people arriving in Scotland from a country on the quarantine list.

    He says the justice secretary told MSPs this was due to a lack of staff.

    The first minister says the initial target was 20% of passengers up to a limit of 450 a week. She said PHS had been doing more than the 450 passenger cap but because passengers numbers had been high they had not reached the 20% figure.

    "Yes, we are looking at resourcing of that as international travel grows again," she said.

    "As we are doing that, we want to make sure that first and foremost we are staffing the contact tracing operation sufficiently to deal with outbreaks."

  19. Reports 2 Sisters employees spotted 'breaking self-isolation rules'published at 13:07 British Summer Time 25 August 2020

    Callum Clark from Bauer says some employees from the 2 Sisters factory, which is the centre of a cluster of coronavirus cases, have broken self-isolation rules.

    He claim his colleagues have filmed a handful of workers heading into a supermarket near the mobile test centre in Coupar Angus. They also have witnesses saying dozens of people are breaking the rules.

    Ms Sturgeon says if people do not follow the guidance it will lead to greater transmission.

    "That is why I plead with people to follow the guidance," she says.

    "I will continue to set out as clearly as I can the reasons why we need people to do this."

  20. Chief medical officer: 'Face coverings not a substitute for public health measures'published at 13:02 British Summer Time 25 August 2020

    Interim Chief Medical Officer Dr Gregor Smith stresses face coverings are not a replacement for other public health measures in schools.

    Dr Smith adds social distancing is particularly important and maintaining distancing of at least 1m is beneficial.

    "We must try to continue to do that even when people are wearing face coverings."

    Im is good but 2m is even better, points out Dr Smith.

    In terms of compliance, he points out pupils must be persuaded that it is the right thing to do.

    The message is this, it's a benefit to you, your class mates and the people back home as well, he concludes.
