  7. What next for lockdown in Scotland?published at 11:50 British Summer Time 8 September 2020

Lockdown has been significantly eased overall in Scotland over recent weeks and we are now, for the most part, in Phase 3 on the route map, external.

The next date for review (which happens every three weeks) is this Thursday.

The move to Phase 4 can only be made if coronavirus is no longer considered a threat to public health. Nicola Sturgeon warned yesterday, therefore, that it was unlikely this would be the case.

Meanwhile, five local authorities areas in the west of Scotland are under tighter restrictions than the rest of the country, prohibiting gatherings inside houses.

These will be reviewed next Monday 14 September

The government also previously put an indicative date of 14 September for the reopening of soft play, indoor live events and entertainment venues and the limited reopening of stadiums.

But the first minister warned yesterday the government may have to "put the brakes" on further changes to lockdown restrictions in light of rising care numbers.

Pubs and restaurants have had to put measures in place to allow for social distancing

An SNP councillor has called for pubs in the west of Scotland areas impacted by the new restrictions to be closed.

Chris McElaney tweeted: “You can’t keep the virus under control if we act like pubs aren’t the top of every risk register regarding spread of the virus.”

But the Scottish License Trade Association said pubs were controlled environments, which were able to enforce strict social distancing and hygiene measures, unlike in private homes.

Paul Waterson told BBC Good Morning Scotland: “This is about people breaking the rules and it is almost impossible to enforce those in homes. If there are pubs and bars that are breaking the rules, then the authorities should look at that.”

He also said any fresh shutdown would be devastating for the sector. A survey of bar and pub owners out today suggests up to 12,500 jobs in Scotland’s pub trade are under threat because of the pandemic.

Tougher restrictions on home visits came into force at midnight in East Dunbartonshire and Renfrewshire.

Andrew Polson, Conservative joint leader of East Dunbartonshire Council, told BBC Good Morning Scotland a rise in “selfish behaviour” meant the measures were necessary.

Mr Polson pointed to house parties in particular, where more than three households were mixing indoors.

He said: “People seem to have lost this message that we need to get on top of Covid-19 and the only way to do that is to put these restrictions in place.”

Map showing where restrictions are in place

The restrictions now cover the five council areas of Glasgow City, West Dunbartonshire, East Dunbartonshire, Renfrewshire and East Renfrewshire.

The 1.1 million people in these areas:

    • must not host people from other households inside homes and not visit others' homes. An exception to this is extended households
    • can continue to meet other households outdoors, including in gardens, and in hospitality settings, provided all existing guidance is followed
    • must only make outdoor visits to care homes, while hospitals should receive essential visitors only
    • must self-isolate for 14 days if a member of their household is identified as a close contact of someone who has tested positive for Covid-19
    • Formal and informal childcare arrangements can continue, however extra care should be taken
