The first minister turns to the Scottish government's current short-term restrictions, external on hospitality.

Ms Sturgeon says the government will publish a new strategic coronavirus framework on Friday.

She points out it will include different levels of restrictions that can be applied nationally or regionally.

It will be subject to parliamentary approval and, if that is gained, it is intended that the levels will be applied by 2 November.

The first minister adds a point of context to the "very upsetting nature" of the statistics she has reported.

She points out these figures include people who could have been infected by the virus two to three weeks ago and should not be taken as an indication the current restrictions are not having any impact.

Ms Sturgeon says she will talk about the early indication of the restrictions later on.

The first minister says an element of today's figures will be a catch-up on backlogs earlier in the week.

873 patients are in hospital with a confirmed case (up 49), with 73 being treated in intensive care (up three).

A further 28 people who tested positive have died. That is the highest number of deaths in daily figures since 21 May and it takes the total to 2,653 by that measurement.

The first minister confirms that the weekly NRS statistics showed 75 people had died with Covid-19 mentioned on the death certificate in the last week.

The total deaths by that measurement has reached 4,376.

A total of 4,376 Scots deaths have been linked to Covid-19, official figures show.

The National Records of Scotland (NRS) figures indicate 75 people died in the week ending 18 October, an increase of 50 deaths from the previous week.

The figures are higher than the daily figure announced by Nicola Sturgeon because they include all cases where Covid-19 is mentioned on a death certificate, even if the patient had not been tested.

It's already been a busy morning in Westminster ahead of PMQs - here are the main developments:

    • South Yorkshire will move to tier 3, the toughest Covid restrictions, from Saturday, after local leaders agreed a total £41m funding package with ministers
    • But a standoff over support for businesses in Greater Manchester, which is also due to enter tier 3 this weekend, continues between government and local leaders
    • Labour Mayor of London Sadiq Khan has criticised "draconian" conditions attached to a proposed government bailout of struggling Transport for London
    • Mark Sedwill, the ex-head of the civil service, has said the PM's adviser Dominic Cummings' lockdown trip to County Durham was a "mistake"

  11. So what can we expect at today's briefing?published at 11:47 British Summer Time 21 October 2020

The first minister will lead today's briefing from 12.15pm, having met with her cabinet this morning.

Yesterday Nicola Sturgeon hinted that the current short-term restrictions on bars and restaurants - which are chiefly focused on the central belt - could be extended for another week until the multi-tier system has been signed off by MSPs.

Rules clamping down on the hospitality trade are due to expire on 26 October, but MSPs will not vote on the government's "strategic framework" before then as Holyrood is in recess.

Asked if the current measures would be extended to cover the gap, she said: "If you look at the numbers across the central belt right now and the sequencing over the next week of moving to a new system, you might expect it might make sense from a public health point of view to see that rolled over.

"That is one option cabinet is looking at tomorrow.

"The regulations currently expire on Monday, so another option would be for that to be allowed to happen - we will look at the data and I will give the outcome of that tomorrow."
